The Black Hands of Justice​

The Black Hands of Justice are the Bounty Hunters of the Order of the Black Rose. They are not police or members of the Black Rose's armed forces, they are a separate entity all together. They answer only to the Black Rose Council, and can only be given contracts by any council member.​

They are not the law, nor are they above it. They are citizens of the Black Rose and are required to follow all the rules and laws mandated by the Black Rose.​

When they are on assignment, they must adhere to the laws, but they are free to conduct their actions outside the lines; as long as they do not bring harm to citizens or damage to citizen's property.​

Members of the Black Hands of Justice must follow the Creed at all times. There are no titles and ranks among the Black Hands, each member is equal regardless of age, gender, and experience.​

Any member can accept personal contracts from outside sources when not on assignment, as long as they follow these two rules. The first rule is that even though you are working independent, you are still a member of the Black Hands; and must conduct yourself in such a manner that is representative of both the Black Hands and the Order of the Black Rose.​

The second rule is the most important rule of the two. No member of the Black Hands can accept any contract that is put upon any citizen of the Black Rose, inside our outside the territories of the Black Rose. They must report both the contract and the citizen's name to the Black Rose Council, allowing them to decide the appropriate course of action.​
