The Lords of Nal Hutta is a cartel-style criminal syndicate based off the principles of a Patron-Client network, the same organized structure as the mob.
Multiple smaller crime units operate under the supervision of larger ones, which in turn operate under the umbrella of an overarching "Commission" comprised of the leaders of the largest units in the organization.

The Lords of Nal Hutta
The Lords of Nal Hutta are the "commission" - a council of Hutt Kajidic Lorda, the leaders of Hutt Clans.
The Kajidic Lorda own "estates" - large areas of turf comprised of multiple criminal units under their Kajidic. Together they make decisions with other Lorda and jointly create by-laws to govern criminal activity.

Kajidic
Hutt Kajidic are Hutt Clans that operate as criminal families, similar in function to mob families. They are the second largest crime unit in the organization.
Kajidic are operated by a single Kajidic Lorda and their Unulorda - Under Lord.
Unulorda are second to only the head of the Kajidic but their power and responsibilities vary from clan to clan - though they generally take a larger "hands-on" role in operations.

Gangs
Gangs - are smaller criminals units (street gangs, smuggling crews, pirates, etc) directly controlled by a Hutt Kajidic. Unlike higher levels of the Hierarchy, one can be a Crime Lord - leader of a gang - without being a Hutt.
Gangs control "turf" - small areas of influence under the greater whole of the organization - and often fight each other over it or participate in larger conflicts against Kajidics at the behest of their Hutt masters.
Gangs are completely subservient to Hutt Kajidics but are highly rewarded for loyal service. Those who work within a gang - but do not run it - are not referred to by a specific title.

Outlaws
Outlaws are those who lie outside the official influence of the Lords of Nal Hutta - paying allegiance to only the money the more official members of the clan can offer them.
Bounty Hunters, Assassins, Slavers and Mercenaries fall under this category and are little more than hired guns and soldiers when needed.

Scum
Scum are those who are bought out by the organization. Politicians, diplomats, soldiers, or the like that work with the Lords of Nal Hutta in officially unofficial ways.
