Though Part of the CIS, here's some clarification on the Eriadu System:

I'm flying my ship through your territory: Planetary government controls are very heavy in this area due to it's trade importance and being located at an intersection of various important traderoutes and hyperlanes.

I've had a run in with your forces and need a place to lay low: This wholly depends on which forces, if this is CIS forces you might actually expect lenient treatment as long as your business does not impact Eriadu's own customs, laws and trade. Should this be the Planetary forces, you are considered a threat to our trade and commerce, thus laying low will be made especially hard, though not entirely impossible just yet.
