The bill, proposed by Dark Councilor Darth Arcanix, is designed to open up the territory of the Sith Empire to further economic development by means of incentivizing private corporations to develop resources and infrastructure within the territory currently controlled by or may come into the possession of the Sith Empire.
The bill would authorize Planetary Governors and other influential Sith to incentivize private corporations to develop worlds they oversee or throughout the Empire, as per their position, through any means as a way to stabilize and enhance the domestic economy and production of the Sith Empire.
The bill would authorize the Sith Empire to collect a 15% tax and first option purchases on resources and products developed and extracted within the Empire's territory. Additionally, it would authorize, for corporations that are viewed favorably by the Dark Council as a collective or by the Emperor, to be exempt from levies upon their goods and trade at border checkpoints. In regards to this act, favorable views would be made towards corporations that contribute significant economic activity and development, but is not limited to such if agreed upon among Council members or any amendments made to this act through the Assembly.
