With a vote opened by Darth Anathemous, the Imperial Assembly with a convincing majority has determined to pass the Storm Trooper Act of 902 ABY.

The bill consists of the following elements:

All Imperial worlds of acceptable population are mandated to tribute up to 1% of its population, by method of conscription and\or incentivised enlistment, to a newly formed "Storm Trooper Corps" which acts as a unified military force loyal to no singular Sith, but to The Emperor and Empire as whole, under the direct control of the Dark Council, trusted to carry out military duties across the whole of the empire and its battlegrounds without the complications of internal faction politics.

To this end, soldiers of the Storm Trooper Corps would be divided into individual "Corps" of 30,000 to 90,000 souls, each single Corps hosting soldiers drawn from multiple worlds across multiple internal factions to prevent any one group from influencing a Corps' loyalties and actions, while maintaining a diverse yet united fighting force, indoctrinated by loyal and professional trainers into a culture of utmost obedience and violence of action, and monitored closely by The Omnitiate to ensure their purity.

The Storm Trooper Act would facilitate flexible storytelling from everyday non-Force User soldiers, who are currently bound to the movements and participation of individual Force User characters and thus relegated to a limited and NPC-like role. Due to the relatively smaller sizes of the individual Corps, this can be done without detracting from the current focus of Second Legion storylines while also fostering new, individual stories.

It would additionally demonstrate the Sith Order's desire for unity as shown by the foundation of the Omnitiate, while also providing a safety net for NFU soldier PCs who, rather than be left aimless by the destruction of internal parent factions in the aftermath of unrest(as demonstrated by the fall of the previous inquisition), could remain in service to or transfer from their current Corps.

Lastly, The Storm Trooper Act would be a catalyst for eager worldbuilders and expand on previous bills, Such as the Corporate Revitalization Act of 902 ABY, which writers could benefit from by supplying and developing technology and equipment used by the new Corps risen by the Storm Trooper Act, and the Homesteading Act of 902 ABY, which could be used to further incentivize voluntary enlistment into the Corps, and demonstrate the disparity between enlisted and conscripted soldiers of the Sith Order.
