Division 1 - Definitions
- Varonat. When referred to geographically, Varonat includes the planet, it’s surrounding space, and hyperlanes under its jurisdiction.
- Citizen. For the purposes of this act a citizen is a permanent, legal citizen of The First Order, and has permanent residency on Varonat.
- Non-citizen. For the purposes of this act a non-citizen is any person who is not a legal citizen of the First Order, and is not a permanent resident on Varonat.
- Asylum Seeker. Asylum seeker refers to a person fleeing from conflict or abuse in their home system where their life or liberty is directly under threat.
- Non-Human. For the purposes of this Act, Non-Human refers to any sentient that is not human, nor a near human species.
- Proper Identification. Proper identification refers to the necessary identification papers carried by all First Order citizens and residents of Varonat including:
- Valid First Order ID card.
- Proof of residence on Varonat.
- Necessary medical records.
- Birth certificate, passport, or other ID.
Division 2 - Internal immigration.
- All citizens of the First Order are permitted to emigrate to Varonat to seek permanent employment and residence.
- Persons with temporary residence or living within First Order borders for diplomatic reasons may live seek semi-permanent residence upon primary approval by the First Order Home Office, and with secondary approval from the Varonat Department of Immigration.
- Persons in possession of a First Order ID Card for a period of less than six (6) months will be subject to background checks and an interview process.
Division 3 - External immigration
- Any non-citizen seeking permanent residence on Varonat must be a holder of a First Order Identification Card, and must be a citizen of the First Order.
- Skilled workers from outside the First Order may apply for special consideration from the Varonat Department of Immigration to gain semi-permanent residence. Applications will be reviewed on a case-by-case basis and must be approved by the First Order Home Office.
- Diplomats are not required to hold an ID card or be citizens, according to Division 2.
- Citizens or prior residents of Galactic Alliance or its member systems are barred from seeking residence of any kind on Varonat, with the exception of diplomats.
Division 4 - Illegal immigration
- Any persons attempting to immigrate domestically to Varonat with invalid or forged identification/documents are considered illegal immigrants and are subject to criminal charges.
- Any persons attempting to emigrate from outside of the First Order with invalid or forged documents are subject to questioning, detainment, and deportation.
- Those found currently living on Varonat with forged documents will be subject to criminal charges and deportation. Any persons with expired papers must have all necessary documents renewed within three (3) months.
- Investigation into violations of this Act are the responsibility of the Varonat Special Investigative Branch (VSIB) and under the jurisdiction of local law enforcement.
- Anyone under investigation for people smuggling or related crimes can be held indefinitely, and may be transferred to the First Order Security Bureau for further processing.
- Non-citizens charged with people smuggling may be repatriated on the request of the foreign government, but only with the approval of the First Order Home Office.
Division 5 - Travel
- Visitors with a Travel Permit are permitted to stay on Varonat to a maximum of three (3) months.
- All visitors to Varonat are subject to Varonat and First Order laws and regulations.
- The breaking of any First Order or Varonat laws will result in criminal charges and/or deportation.
- Persons with a previous criminal record within the First Order are not permitted to travel to Varonat. Exceptions to this can be made on a case-by-case basis and will be handled by the Varonat Department of Immigration.
- Upon arrival to Varonat, non-citizens are required to present a reason for their visit. Visitors may be subject to investigation or interviews by VSIB operatives.
- Citizens or prior residents of the Galactic Alliance or its member systems are not permitted to travel to Varonat, with the exception of diplomats and foreign officials.
Division 6 - Asylum seekers.
- All asylum seekers attempting to settle within First Order space must apply for refugee status.
- A six-month processing period applies to all applications for refugee status. Background checks will be performed by the Varonat Department of Immigration during this period.
- Any asylum seeker denied refugee status will be deported back to their system of origin.
- A one-month grace period applies to all deportations in which denied applicants may submit an appeal to the Department of Immigration.
- Upon obtaining permanent residency, refugees must apply for First Order citizenship, and search actively for employment.
- Regulation of article 5 is the responsibility of the Varonat Special Investigative Branch (VSIB,) and local law enforcement agencies.
