The Moonus Mandel sector of the Galactic Empire is responsible for the development of Imperial Navy, Army, and Templar officers. Additionally, due to Balfour bidding aggressively for new contracts, they are now responsible for the development and production of the ships used to staff the 7th initiative fleet. This allows for Balfour to expand his influence in the military ranks and through the 7th fleet, which he hopes to use an opportunity to advance his career in the Empire.
As a result the 7th Fleet Administration and Construction, or 7 A&C as many refer to it colloquially, is not really a private company but a branch of the Galactic Empire's war machine. The academies are filled almost entirely with Imperial Officers, while the shipyards are run by a network of Imperial Armycorp of Engineers and a series of subcontractors. In addition they analyze any designs "confiscated" during Imperial action in the Moonus Mandel Sector, with new protocols extending this to members of the 7th Fleet Initiative itself.
Production is currently now able to meet all of the 7th Fleet Initiative's needs due to lack of capacity, but when larger ships are needed the 7 A&C is able to develop, prototype, and test a product before contracting other shipyards to handle construction. For the last six months every vessel that has come into the 7th Fleet's service was, at some stage, worked on in the Moonus Mandel Sector. From there, Balfour only expects the company to grow.
RATIONALE
Balfour was appointed Moff of Moonus Mandel, gaining responsibilities for development of the 7th Initiative Fleet as well as the Service Academies.
