A Black Rose brings Growth

There was much to be accomplished, and yet it continued to pale in comparison to what had been accomplished. While the Outer Rim Imperium grew, it was a slow growth. It was one that required a kick, a burst of energy to push it forward to ensure that it could stand without worry of falling to the first threat it came across. There were many in the Outer Rim, many that looked towards it from those realms closer to the Core. The worlds of the Outer Rim needed to stand together, and yet there were those that would rather see them splintered.
The Lords of the Fringe had held power for so long that it was difficult to envision anything beyond them. Though that power had wayned and they found themselves among others. Those worlds they held sway over fell upon themselves and then followed those that sought to plunder those riches they held.
Thus the Outer Rim Imperium rose to ensure that the worlds of the Outer Rim would not fall prey to the resource devouring beings that fell upon those worlds. Yet they required allies to ensure that they could live up to the task that was lain before them. Allies that could bend the Force to their will. Allies that could bring destruction to bear upon the enemies of the Imperium.
Remaining quiet, his eyes fell upon the woman in the room. Watching her before he pushed himself from the throne upon which he sat. Stepping down slowly, he approached her, though stopping a ways from her reach as he offered a simple and polite bow.
"Welcome."

The galaxy was changing, mainly through the conquest of war, in the Core Worlds and those that it touched. Sith and Republic, Primeval and Mandos, and the Hutts and Techno Union both making power plays to ensure their survival in the galaxy was known. Even the former territories of the Chiss where falling to the influence of the One Sith. The Outer Rims, for the most part, seemed to be left alone; for now.
The Outer Rims, for the most part, had been left unmolested since the fall of the Fringe. Though there were organizations and groups vying to fill that void. One such group, the Covenant of the Black Rose, was seeking to make their move. The Black Rose, a faction of Sith, Dark Jedi, and other followers of bogan, sought to exert their influence in the Outer Rim regions. Unlike their patron, the One Sith, they held to a different belief system all together.
But they were Sith....and Sith were always viewed with close observations.
Darth Venefica truly believed that changes were needed for both the galaxy and the Sith Order. She had fallen out of favour with those that she fought beside because where they were closed minded and walked only one path, she saw the whole picture where many paths branched out like a tree. The One Sith had set themselves upon a course with only one possible outcome; the total destruction of the Sith. She couldn't fault them for their warmongering or there misguided grasp that fear should rule the masses, she faulted them for not evolving. Where they failed to evolve, the Black Rose would be the next step in the evolution chain. Sadly, the One Sith did not see this and sought to undermine them.
"We have much to discuss.....you and I," Darth Venefica said when she was greeted by the leader of the Outer Rim Imperium.

"That we do..."
His voice trailed off as he spoke in response to her simple statement, one which was all the more important considering what was soon to come. The Galaxy was changing and the Core Worlds continued to flounder under constant war. Soon though those eyes that looked upon the worlds in the Core would look towards the Outer Rim and bring their destruction with them. It was an outcome that could not and would not be allowed to pass.
Though while the Sith and the Republic, the Mandalorians and the Primeval traded blows, there were still those in the Outer Rim that he had to worry about. His eyes casting towards the Techno Union and their expanse towards the worlds now left vacant from the withdrawl of the Omega Protectorate. The Galaxy was changing, the Galaxy had changed. Powers that once stood as bastions were now no longer, and those worlds that once were nothing began to stand upon their own.
Where his mind ventured though he foresaw a force that could with stand what was to come. An Imperium that would not be made of a single force, yet one that was made of many. They would fight among themselves to ensure that only the strongest would lead, and yet they would turn the full furry of their force upon those that sought to attack them. The first step to ensure such a vision lain within the woman before him.
For while she was a Sith, he cared little for what that meant. He cared little for her ties to the One Sith or any other such thing for that matter. She was here, and she was willing to listen, to speak and to come to terms as to ensure their visions. They could just as easily tear at each other's throats, yet they chose to be smart.

"War is coming one day to the Outer Rims," she began using a respectable tone, "And I do not wish to see those worlds suffer the same fates as the Core Worlds under the Sith...Jedi...Mandos...or anyone."
The Sith Lady had grown tired of all the constant warring, mainly from the One Sith, that left planets in all manners of destructive states. The Sith had dipped their hands into the rebuilding pools, most of those projects only served the needs of the Sith themselves; not the citizens they ruled over. The Republic, as it was almost fact now, had lost support and faith from it's citizens after losing ground to the Sith. The Mandos, well, they were Mandos and she had heard rumours of skirmishes between them and the Republic. Truth or lie, it was still a problem; just not her problem.
The Techno Union, the only real power out here, was someone she had fought alongside once. Their methods and ideas were soiled in her opinion, but she didn't fight for them because she liked them; she fought for them because it gave her a chance to eradicate Jedi and Republic scum. Which brought her to the reason the Black Rose was looking to set-up shop in the Outer Rim.
"The Outer Rim worlds....mainly Kesh....hold a warm and dear spot in the hearts of the Black Rose. We will not sit idly by and allow this world or any other world here fall to the same fate as the Core Worlds. We...the Black Rose....want to see the galaxy flourish....not burn away in the fires of war."

"The Outer Rim has seen its fair share of war. The Primeval and the Mandalorians tear upon each other. The Techno Union reaches out as a machine, growing for the sake of growth. The Hutts, at least they remain true to whom they are. The Lords of the Fringe and even the Omega Protectorate once stood as beacons, bastions in the Outer Rim."
Tasgetius let out a heavy sigh, stepping slowly as he moved about the chamber of thrones. The lightsaber at his hip clicking against his thigh as he moved, each step careful as he pulled his arms behind his back. Hands clasped as he closed his eyes, thinking for a moment as he stopped before a throne.
Slowly turning to face his guest, his eyes shot open as he looked upon her. There had been those in the Outer Rim Territories that sought out what he was offering. Those that sought to ensure that the Outer Rim could defend itself and hold out against those that sought to invade from the Core Worlds.
"The Outer Rim Imperium is growing, albeit slowly."
