Kallous has recently ceded from the Sith, slaying his Master on the way out, and deserted his superiors from a war zone. The Sith are not known for their mercy. As a lowly apprentice of a no-name Sith, his bounty is not high. But a bounty there is nonetheless.
Any up-and-coming bounty hunters who would like to try their luck against a renegade sith apprentice in return for a meager award are more than welcome to hunt my man down.
