This is cool, but in my personal opinion leave the GA to do there thing for now, they'll be easy to wipe out later once the GR has fallen. My own personal thing.
Plus, what about fuel costs to travel that distance?!

It is a chance, however, we cannot do anything but wait. Unless we ask to help them and get approval from the FO. A rebellion has to be instigated by a minor faction, yes, and there are many minor factions out there who are dying to take a crack at a rebellion. The matter is just to gather them.
Also, yes, the rules are more complex and a bit difficult to understand. However, I think we can benefit of it once we get our heads wrapped around them.
