Is it allowed to create a neutral force user wielding a lightsaber ? And if yes what rank ? I checked the rules and it was said that a neutral force user must learn how to wield a lightsaber via RPing in the forums but my friend Isley's character was a neutral force user with a lightsaber although he is now a Jedi and in his biography he was taught by his father but still not via RPing. So is it allowed ?

You must be a Force User to be able to use a lightsaber, so yes.

Non-FU's must learn how to use one.
