I have the idea for a development thread for Open Parties to Research, acquire and develop resources for Stealth Technology and a Restricted amount Impervium alloy with request and permission to undertake the Task.

You don't need permission to do development threads . Just make sure if you're going after a restricted material you follow the objectives that are required of them.

I can't seem to find Impervium Alloy on the Restricted/Banned List or any requirements. Anyone care to set up a Link to them?

If it isn't on the list it isn't restricted. That means you can feel free to obtain them however you please in whatever threads you use to obtain it.

Ok! What about the Stealth? I think Stealth Equipment and Cloaking Devices need special acquisition... right?

A personal cloaking device is a restricted material, yes, as are stygium crystals/devices.

Personal Cloaking Device (( Objective : Complete a role-play without your character by only describing the scenery and actions of other characters from NPC perspectives without changing the course of the story directly. Ask for permission from the participants before engaging. ))
Stygium Crystal (( Objective : Perform a mining operation, a raid, an excavation, or steal to obtain stygium crystals from any of the following planets: Aeten II, Maramere, Kelsier, Enigma Prime –OR— kill a player character account who has more than 500 posts and get them to verify it.))
