Though I don't disagree with your statement, he's at least giving an incentive to remaining active within the faction. If you don't plan to be active, make mention of it, especially if you have a reason. If not, later. I don't necessarily think the hostility was necessary, but I do think his idea of keeping players active is. It's difficult for a faction to grow, especially those in the shadow of the One Sith or the Galactic Republic. Stuff like this helps keep activity and stop stagnation.
