If a naval battle happened where a commander lost his/her ship, could the commander submit a new ship to replace it or pick a different ship in his/her fleet?

There's nothing stopping you from having a ship of the same class and having it named the same if you really liked the ship.
Though, if continuity is your shtick, then having a new ship becoming yours to command is all well and good!
Also, it's always your choice on the matter.
