Basicly what the title says Nomad has already received basic kinetic training but he started down the path of power.

Any force user rouges willing to teach him?

Or you could look into the Sith or Dark side groups.

Nomad doesn't really want to go near Jedi or Sith.

He could probably be tricked by subtle Jedi or Sith though; he doesn't know enough about them.
