I would suggest going to the open roleplaying forum. Any threads that are marked as open you can join (as long as they aren't for a faction you aren't in). Find one that looks interesting and then you write out your characters actions. Read a few stories so you get the idea.
Yo could also start a thread where your character is doing something, in the open forum and then let others join.

You can use NPCs however you like really. Most people try to be realistic. But feel feee to write a gang recruiting or attacking your character etc

If you want to use NPCs, you're always free to. You can just run them however you want, or sub them in Codex as a Unit.

already mentioned, I also suggest looking at the LFG forum. People have posted RP requests here for private threads and public threads You can also make your own requests.
I'd look through it to get a feel for how others do it, and then work with it however you like!
