Naomi could be running a mission for SIS for xyz in FO space, OR she has an excuse to go back to Barkesh because half her family was left there, OR if you want to stick to neutral space, we could pick something in between alliance and FO and say both parties sent a scout mission out to check the planet or an abandoned space station, etc.
Anything sound appealing?

I'm assuming a dog fight? Perhaps a ghost signal, a derelict freighter, each of us picked up the signal and were dispatched, say maybe 2 fighters each, deployed from a nearby patrol ship. Once we make our first pass, our wingmen can buzz off to notify their home vessels while we duke it out?

Sounds fantastic. Maybe a planet nearby the derelict station/freighter so one of us can crash if we need to. You wanted neutral zone, right? I can look up at the map and find a planet nearby both FO and GA space, unless you already have one in mind?

I'm open - yeah, we can do it behind the moon of a planetary body, or even near a moon - crashing is always fun - could even be a double knock down. Depends on where you want to go with the thread, could shoot each other down on a REALLY inhospitable planet. Might be interesting to explore the human side of two fighter pilots, trained to kill each other having to remember that even though they have differing ideologies they are both human. Could be interesting from an internal struggle point of view for the characters.
