  • Variable modes. Able to charge a shot to reach across a battlefield, or unload a speedy barrage of projectiles at close range.

  • 2 Modes: The Arbalest has 2 different modes a close range mode and a long-range mode. The long-range mode allows the Arbalest to reach across the emptiness of space to deliver its attacks on targets that aren’t able to fire back. The second mode was designed for close-range combat, the capacitors only storing a small amount of charge, shooting out the projectiles at a significant speed while not having the force to travel as far and maintain its stopping power.
  • Damage: The railguns are potentially capable of delivering a massive amount of damage to their targets.

  • Slow-rate of fire: In long-range mode the Arbalest has a slow-rate of fire, which means an agile ship would be able to weave in and out of the shots, potentially avoiding the damage.
  • Size: The size of the Arbalest makes it a prime target for fighter and bombers strafing.

A railgun is a very basic piece of technology, electromagnets are used to accelerate a projectile to significant speeds. It’s that simple.
Only nothing Locke and Key Mechanics ever did was that simple.
The engineers knew that any combat vehicle that was built around long-range weapons tended to have one weakness, as combat got closer and closer their slow rate of fire became a liability. The Arbalest was designed to act as a counter to this, providing equal parts long and closer range combat power.
In long-range mode, the railgun took longer to charge but was capable of launching attacks all over the battlefield, in its close-range mode the Arbalest is capable of an increased rate of fire, although it has to give up range to achieve the higher rate of fire.

I'm afraid you're coming in fairly high on those ratings. Included a breakdown below the spoiler, but you're at 2/3 over depending on the setting of this railgun. Please amend and I'll approve.

Production: Limited (-2)
Size: Large (-1)
Weight: Heavy (-1)
Ammunition Capacity: Average (0)
Effective Range: Battlefield (+2) | Personal (-1)
Rate of Fire: Low (-1) | High (+1)
Stopping Power: Extreme (+3)
Recoil: None (+3)

Balance: +3 (Battlefield Range) | +2 (Personal Range)

You can certainly construct them with zero recoil, but that'd have to be factored in with the design and ratings. The easiest and most obvious trade off being weight as capital ships can bear much heavier weaponry.

Approved.
