- Slowdown — The Arbitrator-class was equipped with a large payload of long-range interdiction missiles which can cause enemy ships to be significantly slowed down if the missiles detonate close enough to the target. This can cause an enemy fleet to lose formation or prevent ships from escaping a battle.
- Firepower — With a variety of weapon emplacements installed, this capital ship was designed to unleash an impressive amount of firepower, capable of hurling concussive missiles from afar, or bearing down on an enemy ships with its heavy turbolasers.
- All Around — The Arbitrator-class has a sufficient amount of speed, armaments, defense features, and support from its complement, to challenge most ships in their size bracket.
- Slave-Rigged — This ship has a slave circuit system which has significantly reduced the manpower requirements of the Arbitrator-class.

- Exposed Rear — The aft section of the ship completely lacks any weapon emplacements, which leaves the engines of the Arbitrator-class vulnerable to enemy harassment.
- Maneuverability — The Arbitrator-class is unable to swerve away from fast moving objects, like an asteroid, or a last-ditched suicidal run.
- Bow Ordnance — The ventral section of the ship's bow contains a large amount of ammunition. Once the enemy has broken through the ship’s defenses, the bow could ignite into a devastating explosion. The bow of the Arbitrator-class is its most vulnerable location.
The Federal Cooperative received a contract in 801 ABY from a consortium of sectoral governments to create a series of frigates. Rather than reinventing the wheel, the Federal Cooperative decided to base the new class on the Vindicator-class, an antiquated design from the Sienar Fleet Systems. Aside from slight differences in their dimensions, a significant source of difference between the new hull and the Vindicator-class, would be the incorporation of a reconfigurable ventral frame to allow interchangeable modules to be rapidly replaced to extend the shelf life of the ship hull.
The consortium of sectoral governments wanted the Federal Cooperative to develop three variants: 1.) general purpose frigate, 2.) surveillance frigate, and 3.) missile frigate. The Arbitrator-class would fulfill the role of missile frigate. It would be equipped with a ventral launch system which would contain thirty missile launchers. These would provide the Arbitrator-class the ability to launch long-range concussion missiles to strike enemy targets from a safe distance, or alternatively, to launch long-range interdiction missiles to disrupt the fleet movements of the enemy. With their hangar space available, they would be able to operate independently with their starfighter escort, or serve as an escort ship as part of a larger fleet.
