DESCRIPTION
Area 14 is the covert classification for a series of research facilities scattered throughout the Empire of the Lost territory. While many corporate entities and commercial enterprises have made their wares available for the Imperial state, Area 14 is completely state-owned and operated and has no official marketplace presence or stockholders.
While the existence of Area 14 is within the public eye as a result of highly popularized conspiracy theories, holovid programs, and sensationalized "eye-witness" accounts, the actual nature of Area 14 is kept firmly in the dark and treated with the same security as any other official military research group.
Area 14 operates in order to create new military technology and equipment for the Empire of the Lost. While a certain degree of its inventory is invariably lost as a result of misplacement or given away to other galactic powers as a result of treaties, this is done entirely at the behest of state political actors, not shopkeepers or merchants looking out for their bottom line.
Over the years, Area 14 has worked tirelessly to recruit the best and the brightest scientific minds to its enclaves, and it is constantly on the lookout for enterprising engineers and technicians who are willing to serve their nation. Area 14 is not above recruiting foreign citizens into its ranks in order to coerce the wonders of technical innovation from their minds - though this is kept hush-hush by official staff.
RATIONALE
Area 14 has historically fallen under the purview and authority of the Grand General of the Empire of the Lost. In reality, this has officially been passed down the chain until it has arrived at a "promising officer willing to dedicate their time and energy to scientific pursuits" or alternatively someone who seems to not be terribly busy but who has enough military expertise to tell the eggheads which way a barrel should point.
For every success from Area 14, there are a thousand rapidly covered-up failures. Much of the administration of the job involves making sure that these failures are relatively minor instead of cataclysmic and highly endangering events, as well as giving the go-ahead on military production and resource allocation.
At times there is a rotation of who is "in charge" of Area 14 at a given time. It is possible for an officer of the army to serve for a few months as the key administrator and then to find themselves sent away on leave or dispatched to a more pressing matter, leaving the issue in the hands of a junior until they have returned.
