Armor Limitations

A few ideas were thrown about in the Factory discord chat about armor and armor ratings - specifically regarding their production at higher ratings.

After a bit of talking, an idea came up to propose a limitation on production of armors rating 9 and up - specifically to Unique only submissions.

What are your thoughts on this proposal?

This is how it used to be. It got lost during one of the pushes for simplification. I completely support codifying this again.
