So I am thinking of searching for some artifacts and relics, some of which is like to sub for use in future endeavors. Would known artifacts with restricted materials need to follow say the phrik mining requirement or would a lengthy treasure hunt accomplish that. I'm really looking for a lot of input on this and expectations and so on

Yes. Any use of restricted materials submitted to the factory require that all materials must have development threads that follow the objectives outlined in the Banned & Restricted Materials list.

There are exceptions with canon items, provided absolutely no changes are made to them.
