Is it possible for a neo Hapes Consortium faction when there are 5 unique writers?

Any faction is possible provided you have the writers and the justification for it, though you may find Hapes a little difficult to establish given that their capital world just got taken in Dominion by the Galactic Republic. Don't think they'll be so eager to relinquish it.

There is always the possibility of having a Hapes Consortium that is part of the Republic, the rules allow for minor factions under major factions.
