GENERAL INFORMATION
Organization Name: The formal name of the polity constituting the Azure system is the Azure System Commonwealth. It also uses Anaxum, a portmanteau of Anaxes and Axum, as an official short name. In addition to these official names, the historic name Azure Imperium has retained common usage, especially among older generations. Today many terms are used interchangeably; Azure Imperium mostly in historical and cultural contexts, Anaxum for everyday casual contexts, and the Azure System Commonwealth for formal settings.
Classification: System Government
Affiliation: Galactic Alliance
Organization Symbol:
The flag of the Azure System Commonwealth -- a blue field with the white emblem of the commonwealth.
Description:
The Azure System Commonwealth is a political union between the planets Axum and Anaxes in the eponymous Azure star system. It is currently governed through a unicameral multiparty parliament called the House of Delegates. Each Delegate is directly elected for two-year terms from single-member districts. The present House of Delegates has 100 seats – 85 for Axum, and 15 for Anaxes. When a Delegate is able to command a continuous majority of the House, they can serve as the Prime Minister, and appoint members to their Ministerial cabinet with the consent of the House of Delegates.
At the sub-national level, the planets Axum and Anaxes each hold a direct election every five years to elect their respective Governor-Generals to a five-year term. The Governor-General serves as the head of government for planetary affairs.
GEOGRAPHICAL INFORMATION
Headquarters: Pol Anaxes, Anaxes.
Domain: The Azure System Commonwealth is formed from the union between planets Axum and Anaxes, and all the other astronomical objects within the gravitational pull of the Azure star system - approximately 1.75 light years.
Notable Assets: The Anaxes Shipyards (Anaxes-in-Orbit) and the Anaxes War College contribute to the strategic importance of the Azure system, and to the prestige of the Azure System Commonwealth.
SOCIAL INFORMATION
Hierarchy: Socially, while the Azure System Commonwealth has become an increasingly democratic and equitable society, vestiges of aristocratic traditions persist. There are a number of Old Families that come from the ancien régime (Azure Imperium). Millennia of privilege has given these families immense wealth and political clout which is reflected in the House of Delegates. There’s no shortage of Delegates with respectable names that have long been associated with the ruling establishment of the Azure Imperium. Recent centuries has seen the influence of these Old Families wane with the emergence of a middle class.
Demographically, the Azure System Commonwealth is 82% Human, 7% Duros, 5% Ithorian, 2% Caamasi, 2% Zeltron and 2% Other. The Human majority have historically dominated the politics of the planet. The other sentient species are rarely found in higher echelons of Azure society. Despite social strides made, many Humans still exhibit Humanocentric attitudes that limit the social mobility of other sentient species.
Politically, the head of government and of state is the Prime Minister. Beneath the Prime Minister are their Ministers that are part of their cabinet, and the directly elected Governor-Generals of Axum and Anaxes.
Membership: The House of Delegates is currently divided between six political parties:
Ecumenical Social Union — They draw their membership from the followers of the Church of the Force, the middle class, and small business owners from both Anaxes and Axum. They support 1.) increased integration with the Galactic Alliance and the eventual creation of a unitary state, 2.) maintenance of a social market economy for the Azure system, 3.) establishment of a strong, defensive military, 4.) promotion of sentient rights, and 5.) safer, open borders. They oppose 1.) humanocentrism, 2.) droid rights, and 3.) megacorporatism. The Ecumenical Social Union supports the Azure System Commonwealth and the Galactic Alliance having a formal and close relationship with Jedi. When it comes to the division of power the Ecumenical Social Union follows the subsidiarity principle which understands that the role of government is to act on behalf of communities when they are no longer able to address a problem or capable of independently handling their own affairs. The Ecumenical Social Union has thirty-nine percent control of parliament and is one of the constituting parties of the coalition government.
Verdure Party of Axum — They draw their membership from non-human sentients, medical districts, and the Reclamation Zones of Axum. They support 1.) a regenerative economy for the Azure system, 2.) sentient rights, 3.) reparations to the sentient aliens who have been enslaved by humans, 4.) a de-centralized Galactic Alliance, and 5.) abolishment of the Galactic Alliance’s military, and 6.) open borders. They have dominated the planetary politics of Axum for centuries and have terraformed the planet into a green Ecumenopolis. They oppose 1.) militarism, 2.) humanocentrism, and 3.) megacorporatism. The Verdure Party of Axum is supportive of the Galactic Alliance providing fair funding to all lightside organizations but they’re opposed to the perceived establishment of an official state religion. The Verdure Party of Axum has ten percent control of the parliament and are one of the constituting parties of the coalition government.
United Sentient Workers — They draw their membership primarily from the technicians and engineers who work in the shipyards situated in orbit of Anaxes. The United Sentient Workers have historically always been a minor party that frequently plays the role of kingmaker when it comes time to form a coalition government. Traditionally, they have sided with the party that has made the most credible offers to secure new lucrative business for the shipyards. Because of this political pundits have been quick to label them a single-issue party. They have previously supported social market policies, and have opposed droid rights, it’s just they have rarely taken the lead on any political initiative beyond heavy industry-related policy. The United Sentient Workers has two percent control of parliament and is one of the constituting parties of the coalition government.
Alternative for Anaxes (AA) Party — They draw their membership primarily from Anaxes. Their membership is almost disproportionately human and male. Alternative for Anaxes supports 1.) re-establishment of a Galactic Empire, 2.) implementation of policies that promote humanocentrism, and 3.) the establishment of a strong, aggressive military, and 4.) a megacorporation-driven economy. They’re opposed to 1.) sentient rights, 2.) droid rights, 3.) open borders, 4.) environmental regulation, and 5.) public assistance outside of the military, and 6.) open borders. Alternative for Anaxes opposes an official state religion and are distrustful of the Jedi. The party has its immediate origins in the Imperial People’s National Party which reformed itself following the collapse of the Imperial Core Confederation. They currently have thirty-six percent control of parliament and belong to the parliamentary opposition.
Azure Restoration Movement — They broadly draw their membership from members of the Old Families and those loyal to them. A notable chunk of their membership consists of military veterans. Their defining issue is the restoration of the Azure Imperium and a return of political power to an aristocratic lineage. They support 1.) re-establishment of the Azure Imperium, 2.) re-institution of aristocratic privileges, 3.) de-centralized Galactic Alliance, 4.) social market, and 5.) a strong planetary security force. They oppose 1.) too much democracy, 2.) sentient rights, 3.) droid rights, 4.) open borders, and 5.) megacorporatism. The Azure Restoration Movement are supportive of the Jedi and approve of them being given rights and privileges to conduct their work within the Azure system. They currently have eleven percent control of parliament and belong to the parliamentary opposition.
Volt Party — They draw their membership from the science parks on Axum. Their members disproportionately skew younger, female, and with higher attainment of postsecondary education. Their defining issue is emancipation for all sentient droids. They support 1.) droid rights, 2.) providing droids a homeworld, 3.) reparations to the sentient aliens who have been enslaved by humans, or were immediately descendants from a sentient alien that had been enslaved, 4.) abolishment of the Galactic Alliance military and the planetary security force, 5.) regenerative economy, and 6.) direct popular vote to elect the head of the Galactic Alliance. They oppose 1.) restraining bolts, 2.) humanocentrism, 3.) militarism, 4.) megacorporatism, and 5.) cultural assimilation. They support lightside organizations but they’re opposed to providing them with public funding or formal recognition. They’re the newest party with two percent control of parliament.
Climate: The Azure System Commonwealth contains three distinct geographies: Axum, Anaxes, and Anaxes-in-Orbit, each with their own distinct outlooks. The people of Axum are characterized by an openness to personal expression, a strong commitment to democracy, and a more cosmopolitan outlook—Ecumenical Axum. In contrast, the people of Anaxes are characterized by conformity to tradition, a commitment to fealty in the countryside and to hierarchy in urban areas, and take on a more humanocentric outlook—Imperial Anaxes. The people of Anaxes Shipyards are close-knit and industrious, committed to self-governance, and aloof from their cousins—Anaxes-in-Orbit. All in all, the majority of the Azure System Commonwealth are mostly held together by a commitment to some form of constitutionalism and a desire to be part of something greater (I.E., a Galactic Republic or Empire).
Reputation: The Azure System Commonwealth is primarily judged on the reputation of Anaxes, which is well-known for its long standing military traditions, and the aristocratic traditions leftover from the days of the Azure Imperium. The most common encounter many people have had with people from the Azure system is in military settings. Consequently, this has led to the view that people of the Azure system are either well-disciplined or militaristic.
Curios: The people of the Azure System Commonwealth traditionally dress in shades of blue and violet. Members of the Government wear a platinum pin displaying the Azure Emblem, a historically important symbol.
Rules: The government is governed by the Azure Constitution. This legal text establishes the structure and responsibilities of the Azure Government, and importantly, enumerates the sentient rights that are protected by the Azure System Commonwealth.

The Legacy of the Verdure Party
HISTORICAL INFORMATION
The Azure System Commonwealth was founded in 402 ABY after the Azure Imperium collapsed following the onset of the Gulag Plague Crisis (400 - 800 ABY). Formed from an alliance between the surviving members of the planetary security force and public health departments, the Verdure Party was integral to the restoration of social order. The Verdure Party instituted a series of measures to manage the spread of the Gulag Plague. It was a lot of trial and error, and many times, the fledgling government was on the verge of collapse.
Over the course of a decade there was a new semblance of normal, and society started to cautiously move forward again. With a newfound stability of sorts, the Verdure Party pivoted the Azure System Commonwealth toward a regenerative economy with active government involvement. With a drastic decrease in galactic trade, integrated resource recovery became crucial. The metropolitan districts that lost their population to the Gulag Plague were stripped down, and converted into recycled resources, while the reclaimed land was rewilded.
The Azure System Commonwealth would every now and then experience a flare-up of the Gulag Plague, newly wiping out billions of lives, despite the best efforts of the government. The biological terror of the Gulag Plague kept both Axum and Anaxes isolated from the rest of the Galaxy. Half-hearted attempts were made to maintain a relationship with the embers of the Galactic Alliance. But for centuries the Azure System Commonwealth would be on its own, developing a new culture that was paradoxically more progressive and yet insular.
Eventually around 700 ABY the Gulag Plague had finally waned to a whisper and the Galaxy began to reconnect again. With the passage of the biological terror came a new threat though. A new age of war was upon them. Ambitious powers from across the Galaxy scrambled to seize their respective destinies. The planets Axum and Anaxes would be fortunate enough to be spared the brunt of the full horrors of war, only briefly being exchanged from one imperial power after another, each crumbling from its own ambition until finally the Azure System Commonwealth returned to a renewed Galactic Alliance.
Intent: To create and flesh-out a political identity for Axum and Anaxes.
