Border for Avi and sig?

Wel, given recent events, Ijaat is aging and changing a bit... Therefore.... I would like a border (i'm not picky as to color or style) around this for an avi:

And a signature, if possible, based on a headshot of Clint Eastwood in one of his Western roles, with the quote 'Men Must Know Their Limitations'.... I'm trying to leave the exact details fuzzy so whoever is kind enough to take on this effort has some freedom in it!
