So how does one go about collecting bounties?

how do you rope the victim into getting collected? Also, is there some formal ceremony to collecting the reward?

You would have to find a cooperative writer willing to be the target. Unfortunately you won't find too many people willing to be targets. Bounty hunting is a niche thing here. Your best bet is to just PM a target and ask if they are open to the idea. While you're allowed to target anyone in a public thread many times you'll find people get a bit defensive about it when you go about it that way.

If a possible bounty is currently in a public thread, then you are able to join into that thread to make an attempt on capturing them. If you wish to not face a disturbance from other possible PCs, then you can contact the bounty via the messenger and ask them to do a thread with you that involves you chasing after them. However, in both cases you do have to get confirmation from the player OOC wise that they are okay with you capturing them for their reward. If the condition for the bounty is listed as "dead," it is VERY unlikely the player will actually allow you to kill their character to bring them in for obvious purposes.
