The bounty board is a public place, held usually on the Holonet. It would easily be found by any bounty hunter, which Valashu now is. He has tried getting on Jorus' good side, so what better way than a counter bounty?

If you mean the image, we have been through that, you roleplayed as Fos' pawn. He had images everyone whom betrayed him.
