Demographics: The stationed troopers are broken up into 2.5k soldiers with 1k support personnel. 800 rotating commandos will also be on base at all times.
Accessibility: Camp Phoenix is located near of the heart of the Confederacy on the tropical planet of Scarif. It is completely off limits except to permitted guests of the Knights Obsidian, Ministry of Secrets, or Viceroyalty once they have been approved by the higher ups of Dauntless personnel. Otherwise, the islands around the base and the base itself is off limits to anyone else.
Description:
The top portion of this base can be seen tightly pressed into a valley on one of Scarif’s many islands, and is the most guarded portion of the base. The only people allowed to land at the base will be those cleared by the air control tower. Aside from the natural defense the sheer valley provides, the base has been provided with a large number of turbolasers, ion cannons, and sonic cannons to discourage any sort of aerial assault, while the limited ground around the base has been mined with both antipersonnel mines and antivehicle mines. Ground troops can also expect their fair share of E-Web turrets and mortars to also defend the small area of land around the top portion of the base. Security is taken so seriously that a planetary shield and shield gate have been installed, paired with a defense array designed to take the place of a planetary defense fleet.
This is only for the top portion, as well, as the majority of the base resides deep underground, safe from any sort of orbital bombardment. It’s training facilities, dormitories, armories, command center, and many other amenities all reside deep within the earth, while only the personnel and equipment elevators, a hanger, aircraft tower, and general security areas reside on the surface. The base is designed to make it as hard as possible to even access the lower areas, and by the time you do, your forces will have lost a significant chunk of their punching power.

Although Camp Phoenix is designed to repel almost any sort of attack from the air, sometimes a more personal touch is needed. Multiple squadrons of fighters, interceptors, and shuttles can be housed here. This is also one of the first places that many visitors or new troops will see once they arrive here. The hanger also features plenty of tools and equipment to maintain the starships while they are stationed at the base, Air Control Tower
With the amount of activity security that Camp Phoenix employs, a place like the air control tower is absolutely necessary. Reports from the shield generator facilities, the shield gate, and the defense station are all filed through the tower’s many computers. New troop arrivals and cargo drop off much check in here as well before they open up the shield gate to allow them to the surface. In the case of a hostile engagement, the air control tower would also have the primary responsibility of organizing the defense squadrons while in flight. The tower also conveniently includes multiple meeting rooms, allowing for conferences to occur without the need to bring unnecessary personnel below ground.Landing Area
A base of this size requires a constant resupplying of food, ammunition, and electrical components. This landing area, in the middle of the above ground portion of the base, will be where those cargo shuttles land. In most cases, this will be the only place that these cargo pilots see, and are, more often than not, confined to their ship while their cargo is unloaded.Elevators
One of the many elevator types that populate the base, connecting the above ground portion to the main base underground. While this type is more designed for the transport of personnel to the lower levels, other elevators are present that are more designed for equipment transportation. The elevator doors are one of the first instances of the installation of the Scutum Automated Defense System, requiring those that wish to take the elevator down to possess one of the encrypted code cylinders given to specific personnel on the base.Security Station
No defense system, no matter how powerful, is impenetrable. The possibility that enemy soldiers could land at or near the base is a possibility that is accounted for. Multiple security stations have been placed within the walls of the above ground portion. Should these stations become compromised during an attack, each and every one of them have been rigged to explode from a signal originating from the command center below ground. This is due to the Grand Marshal being more willing to blow up and lose equipment rather than allow the stations to be used to refit an attacking force.Below ground
Barracks
At any one time, there is between 3.5k and 4.3k soldiers and support personnel located on the base. Obviously, they need places to sleep and relax during their time off duty. As big of an undertaking as it was, the Grand Marshal wanted to do as best as possible in giving the men and women some space to stretch out, instead of packing them in as closely as possible. The barracks also include lockers for each of the soldiers to store their gear in, locked with deadbolts that only a unique code cylinder can open.Mess Halls
Despite being a huge base, the food at the mess halls aren’t the worst possible meal that these soldiers could be having. Quantity does mean some quality is sacrificed, but it certainly could be worse. All soldiers have the opportunity to partake in a well rounded meal to keep them full and on their feet for the duration of their posting.Lounge areas
The commandos stationed at Camp Phoenix partake in plenty of training to make sure that they stay at the top of their game. One of the most important topics that came up at the officers meeting, however, was the soldiers ability to treat their mental health. These lounge areas are designed for exactly that. Meeting spaces with tramau counselors, a stocked hololibrary in each lounge, and supervised alcohol consumption all make for a body and mind rejuvenation that will send the commandos at their best back into battle.Command Center
Not only is this the command center of the entirety of Phoenix base, but also where all of the information on Dauntless and CDF engagements is filtered to. The monitoring stations for the Scutum Automated Defense System, AEGIS SH13LD, STS-84 “Artemis” Class Targeting & Sensor System, VT-Planetary Defense Array and Mikkoni Planetary Shield and Shield Gate all reside in this state of the art situation area. No matter where the situation occurs, whether in CIS space or outside it’s borders, if it involves the CDF in any way, Camp Phoenix will receive updates on it in this room.Defense Array throne
The Defense Array throne is connected directly to the command center, allowing for quick and easy repairs if needed. Pilots of the throne are swapped out regularly, as to not burn out their minds from the strain the throne can take.Armories
Throughout the underground base, multiple armories are spread out as to allow for the quick distribution of weapons in case of a training exercise or, in the unlikely case, an invasion of the planet. Included in the armories weapon case are the VAARS Rifle, CryoBan Grenade , Thermal Detonator , Gundark-Pattern Sonic Projector, "Boomstick", BAW-57 Heavy Blaster Pistol, CSP "Executive Order" Officers’ Sidearm, along with plenty of other toys that will continue to be added to the armory as they’re developed by the Dauntless’s leading scientists.EVE training simulation rooms
When Phoenix base was being created, the Grand Marshal wanted a place where new commando recruits could come, be safe, and train in a controlled environment. They needed to have a space that could be used for indoors , outdoors, beach, forest, and starship boarding scenarios. Firing ranges were also a major need for their training. These EVE units provide exactly that. With the ability to create brand situations, as well as pull up old missions, ranging from the zombie laden streets of Atrisia to the rioter filled alleyways of Doldur. Dauntless had multiple of these installed throughout the training wing of the underground portion of the base, plenty enough to have a couple hundred commandos training at the exact same time.Workshops
While these workshops aren’t on the scale needed to create anything much larger than personal equipment, that does not mean they aren’t state of the art. Chemistry, biology, anatomy, and a litany of other military sciences can be conducted within their walls. There aren’t many located at camp Phoenix, as it is not a primarily research based facility. But of the one or two that are hidden beneath the earth, some of the Dauntless’s most powerful weapons are developed.Storage Rooms
Having thousands of people moving around underground means that the need for plenty of storage space is very high. These storage rooms were among the first areas completed in the whole underground because of this importance. In the event that the above ground portion of the base is compromised, there is enough packed food and ammunition to last those stationed at Camp Phoenix through at least a few months’ worth of a siege.List of defenses

Scarif was picked as this place very early on. Near the heart of the Confederacy, with little to no other stations or military equipment already on the planet, it made for a perfect location. Of course, just building a base on top of one of the tropical planet’s many islands would have been an easy solution. However, the Grand Marshal wanted this place to be as safe from enemy attack as they could make it. While the planetary shield generators and the defense grid were being installed, work on drilling into the ground of the island had already begun. Camp Phoenix quickly became a bunker fortress, able to easily defend itself from enemy attack, while also training and rotating a large amount of the commando personnel.
