well, I'd imagine it's just like resizing a pixelated image, the information just isn't there. It's just altering the time between each frame, it's not creating new data to fill in those blanks. You could probably tweak the percentage value on the speed until you find one that you can live with, like maybe 75%. might not be as slow as you want it, but it won't be as choppy either.
Outside of that, I can't help much, I never really got into animated gifs. I know how they work in concept, but they always seemed to be more hassle than they were worth. But I'm also kinda old-school, back in the days of dial-up where a single animated gif could stall a loading page until it crashed. Look how far we've come!
