The Chiss are known for their confidence, and for their deference. A calm rationale pervades every aspect of their personality, and they are rarely given to violence. The analytical mind knows his superiors, and makes all efforts to appease them.
The holotransmission opens with the Fleet Admiral genuflecting, wearing dress blues with the full compliment of ribbons and decorations. Metal glints from where a human lachrymal ducts would be, evidence of the augments to his vision.

"My apologies for the intrusion. I have had a moments epiphany during my routine duties on Kuat, and in study of our mutual goals and methods I hereby submit my own small contribution to the reaching fist of our cause."
Images flicker to either side of his figure, resolving themselves into the three-dimensional images of two ships: the Harrower-class Dreadnought from the Sith Empire nearly five millennia previous, and a much more recent design: the Immobilizer-418 Interdictor Cruiser.
"In the pursuit of our enemies, we occasionally find craft more advanced than anticipated. They may have more powerful shields, advanced drives, or other armaments than we are accustomed. The only way to mitigate this is by allowing us more time to achieve our directives. The Rule of Two did not sustain itself by explosive reveal, but through patience and analysis - usually on captive subjects."
The two images merged into a design largely resembling the Harrower, but with protrusions on the forward forks and a slightly widened stance to the beam. Concentric circles began emanating from the protrusions, then a cutaway revealed independent crews within them.
"My Lords. Sirs. May I present to you the first of my concepts. This is the Xamiatus, an interdiction and intelligence cruiser. The gravity well generators can be targeted from the bridge, but in the case of... sensitive subjects, they can also be directed from their pods by any one of sufficient skill, or talent." A Force-user of sufficient intent and malice would be able to single out individual craft and keep them well within the area of the gravity well's influence.
"As the technology is already well established, the only research and development required will be the precision aiming mechanics for the gravity well generators. I anticipate three months time to assemble an adequate targeting system with manual overrides, during which the hull can be laid out and begin fitting. Another two months after the research is complete to construct and incorporate the framework and software for the ships computers, followed by two months outfitting with other weapons, training, proof-of-concept testing, and a series of test sorties and shakedowns before the ship can be considered fit for duty.
"Following craft can be constructed in as little as six months, as the assembly systems can be rigged in a modular fashion to the other secure docks in our sector of the Yards. Devoting full time production, we can reach 24 units every six months, and this includes a 15% buffer for potential supply issues, worker 'malfunctions,' or other unforeseen circumstances.
"I await your approval to begin research and construction of the Xamiatus."
A crisp salute, then the Chiss fades from view, leaving the blueprints and schematics available for later perusal.
