Royal High Commander, Ducha of Charubah
OUT OF CHARACTER INFORMATION
POPULATION
Charubah is a high-tech, industrialized world in the Rifle Worlds region of the Hapes Cluster. Originally settled as a frontier world circa 14 BCY (4044 BBY), the planet had been used by the Lorell Raiders as a new colony during the waning years of their notoriety. The beginnings of what would become the present day city of Esthar began with five small cities: Esthar, Tanith, Colsaea, Camano, and Q’lath. Each of these cities, originally founded in the early years of the Consortium, grew and expanded after the establishment of the Hapes Consortium in CY1 (4030 BBY) and eventually began to merge into a single metroplex that took the name of Esthar from the city that comprised the centre of the new megacity by CY 890 (3140 BBY). Esthar continued to grow and expand up to the present day, the city limits reaching to about two thirds of the Eruse continent, bordering the still relatively undeveloped Mordred Plains.
Present day Esthar is an enormous, sprawling metroplex composed of five administrative sectors, centred on the River Chresterra: A-North, B-East, C-South, D-West, and E-Central. It is one of the most expensive cities to live in out of all cities in the Hapes Consortium with virtually all parts of the city being kept clean, upscale, vibrant, and lively. The residents, most of whom are either some degree of nobility or are of more affluent common families, almost unilaterally oppose the development of slums and lower-income residential zones that tend to create them. Lower income people, as a result, end up living in smaller towns elsewhere on the planet, though many such people commute to Esthar frequently for work or entertainment. The cost of living is about 3854 Hapan Aurei (4355.02 Republic credits) per month for a common person living by the most modest and frugal means. Contributing factors include higher local taxes to pay for regular maintenance and infrastructure improvement, sanitation, local security and emergency services, universal healthcare (supplementing funding by the Hapan government itself to help offset overall costs), and other conveniences and necessities not including food cost or any other personal expenditures.
Esthar’s streets are made with solar energy collecting materials to help supplement the immense energy requirements of the city’s large population. Landspeeders as well as Airspeeders are ubiquitous modes of personal transportation with air traffic being neatly regulated by hovering traffic lights and hologram fields that indicate stopping and going. Tunnels run through a number of large buildings for air traffic while streets are wide enough for busy landspeeder traffic as well. Movable landing pads are found on most buildings as well. Public transportation involves repulsor trolley and high-speed hover-rails that run throughout the city. Subways running underground in inland areas of the city are also commonly used. Street and advertisement signage is most often bilingual in both Hapan calligraphy and Aurebesh.
Sector A-North is home to the Palace of Saint Clavelle, the Duchal residence and seat of local government. It is an opulent, seven-story palace overlooking the city to the east and the Ceres Ocean to the west. It now has a largely sleek and ultra-modern interior with some elements of the historical interior restored. The exterior was restored back to its historical form, though defenses were increased in the event war came to Charubah again. This is House Zhan’s formal residence with the foundations of the building dating back to the time of the first Ducha of Charubah, Freya Clavelle Matare V’raa Zhan I, daughter of Clavelle Zhan.
A-North is also home to several residential zones and schools both public and private, a spaceport mainly serving the Consortium’s space, and one of the best hospitals in the Hapes Cluster. The sheer size of the sector means that it covers enough land to have a largely temperate to subarctic climate range with snow and cold temperatures being common in the winter and summers being mildly warm. Auroras are also common sights in Sector A-North, with Charubah’s auroras being just bright enough to be seen over the glare of the city, even against the brilliant backdrop of the distant Transitory Mists nebula that surrounds the Hapes Cluster and the associated Hapes Star Cluster. Coastal tidal harnesses and an inland power plants generate power for the sector.
B-East is a mainly commercial area with several specialty markets and the largest single shopping district in the Rifle Worlds. Endara Shopping District sells the latest high tech goods, the latest fashions, the classiest cosmetics and fragrances, home decor and furniture, just to name a few things. Just about anything one would want can be found there somewhere, though it tends to be expensive. It is also home to the water-soccer stadium. Bordering on the suburban area along the fringes of the city, the wide Mordred Plains lie beyond the urban sprawl to the east. The Saint Clavelle Academy of Military Science (affectionately called Saint CAMS) is also located in the outskirts of B-East only a few kilometres away from the naval base HRN Heirlark.
C-South is an industrial sector with R&D labs such as Tresoir, munitions factories, assembly factories, refineries, and droid foundries. C-South has a spaceport that serves both internal and international flights inbound and outbound. There is also a fusion power plant for the sector and neighbouring areas. C-South has some residential areas and are among the most affordable in the city, although it is still expensive. The landmass that C-South occupies curves around a wide Inland Sea that is open to the Ceres Ocean through the Qorlath Strait.
D-West is a coastal area bordering the Ceres Ocean with the most popular beaches near the southern half of the sector. Surfing is popular here as the tidal forces of the two moons of Charubah and the size of the Ceres Ocean itself make for large waves that attract adrenaline junkies from all over the planet. Further inland, the Royal Armaments Guild of Charubah’s regional Headquarters is located in this sector as well as a major corporate office for Olanji/Charubah. D-West is also home to seaside luxury residences as well as a number of shopping and entertainment venues and public schools. There are tidal harnesses and deep sea turbines that generate power for this part of the city.
E-Central is a glorified downtown area, itself a little more than the size of Ta’a Chume’Dan on Hapes Prime. Saint Clavelle’s Abbey, an impressive and ancient Trinitarian Wayist temple, marks the location where the City’s patron Saint and founder, Clavelle Zhan, once lived and is now venerated; it is the centrepeice of this sector and the metroplex at large. House Zhan is known to be adherent to this faith and attends Mass at this temple. Saint Clavelle’s Plaza is a series of interconnected commercial buildings with holovision studios, music stream studios, municipal staff offices, and a rooftop park with a reflecting pool that, in winter, is a popular ice skating venue. It is also the place where the city’s grand Life Day Tree is lit up annually on national holovision and the new year’s celebration coverage is broadcasted by the national news media. This sector also has many high-end bars and clubs as well as restaurants for the more refined taste. Busking by local talent is also common in and around parks, especially.
Pholus: Pholus is the further and smaller of Charubah’s two moons and is most well known to play host to a civilian detention facility that specializes in behavioural reconditioning. This Facility is known as “Desert Moon” and has the distinction of having a relatively low recidivism rate. It is a low to medium security prison and is not recommended for the worst offenders, who instead would often be remanded to other facilities such as Relephon VIII’s “Hyperion” prison. It is also not a place where offenders of the nobility are remanded; another facility on Charubah itself (that is more comfortable) is reserved for them. Pholus also houses a military brig officially called “Her Majesty Military Correctional Training Facility” where most inmates are usually given a chance to avoid washing out with a dishonourable discharge.
Nessus: Nessus is the larger and nearer of the two Charubahni moons. It plays host to a mining colony, being that it has many natural resources such as helium-3, iridium, zersium, Iron, titanium, and other mineral resources. The Rylon-Telka droid foundry is also based on Nessus, which specializes in the production of heavy industrial droids and some military models.
Angel Isle: This smallish and relatively secluded island is privately owned by Ducha Relina Zhan of Charubah which is host to her secluded vacation home “Villa n’Soliel”. The island has a temperate climate with occasional snowfall in winter and warm summers. Located in the Inland Sea south of Sector C-South, it is generally off-limits except by invitation and has an expensive security array that detects approach by air and by sea. It has its own clean power generation in the form of a tidal harness and a modest solar array. The Villa itself is a sleek, luxurious, ultra-modern estate with all the modern conveniences and high-tech amenities a Charubahni noblewoman could want. Duch’da Zhan reportedly purchased and invested in the property in an effort to “have some semblance of independent living, which is a luxury usually only afforded to commoners”.
Culture: Charubah’s culture is, for the most part, Hapan in every respect including a matriarchal society, hereditary nobility comprising an aristocracy, and has its share of blood feuds and intrigues between rival Houses. Esthari culture, in particular, has a reputation for being ‘snooty’ as a result of its less than welcoming view of those demographics whose personal wealth is insufficient to uphold the gentrified local culture of the Charubahni capital. Any perceived threat to the high property values within the city is rapidly barred from taking root, which precludes the formation of slums, which in turn keeps overall crime rates low and the city looking clean and appealing. The eastern suburban outskirts of Sectors A-North, B-East, and C-South are the next nearest thing to a middle class area with a moderately lower cost of living, but even that prices out many lower class commoners. To outsiders, it seems unforgiving, elitist, and heartless, but it was the locals’ solution to the socioeconomic problems that tend to arise from cities of Esthar’s size.
Traditional Charubahni music has placed emphasis upon reed instruments such as bagpipes and saxophones and such instruments are commonly heard on the planet, either by themselves or incorporated into both orchestral and even modern music. Busking is a common pastime for musicians, even in Esthar, and favoured talent often play in outdoor venues such as those some bars and restaurants offer. Some musicians become famous this way and affluent patrons often pay well for their talents. Other arts appreciated involve dance, song, and visual arts, most of which may incorporate technology such as interactive holograms.
Being that Charubah is a planet that produces and exports high-tech devices, the emphasis upon education for technical professions such as mathematics, engineering, science, and information technology is felt in every school on the planet. Charubahni universities tend to graduate more engineers, doctors, scientists, and programmers than most other institutes Consortium-wide. Saint Clavelle’s Academy of Military Science is a Royal Navy academy that educates cadets from primary school through university, usually putting them on a path to graduating as an officer; the vast majority graduate with a minimum rank of Ensign, though many also graduate as a Lieutenant Junior or Senior Grade.
The Dammerung: The Olanji/Charubah shipyard space station Dammerung is a four and a half-kilometre wide space station in a geosynchronous orbit above E-Central Esthar. His drydock pylons can service ships as large as an Imperial II Class Star Destroyer, though they are usually used to service Hapan Battle dragons and Nova-Class Cruisers. His three shipyard assembly tunnels can churn out two Battle Dragons each within a month. Nova Class Cruisers take about two-thirds of that time to assemble. The specialized workforce is carefully selected and screened to ensure quality of workmanship is the best possible. The station is equipped with overlapping shields, is primarily armed with ion-cannon banks and point defense lasers, and houses both administrative offices, workshops, manufactories, and docking bays.
Saint Clavelle’s Abbey: Located in the centrepoint of E-Central, the Trinitarian Wayist temple known as “Saint Clavelle’s Abbey” was once the location where Clavelle Zhan, the Jedi exile who helped found Esthar in the early decades of the Hapes Consortium, lived. Her home was later expanded into a temple that venerated her as a saint of the faith. One of the miracles associated with her is healing, which was most likely a form of Force Healing when she was alive, viewed as a miracle worked through her by the gods, whose power the Force is understood by the faith to be. The Cathedral that now stands has an inner atrium with a large statue of the saint made of treated marble standing with a hand outstretched in welcome amidst a fountain of water blessed daily by the High Priestess of the temple, Mother Di’dre Skye. The holy water used in the temple is thought to have healing properties, traditionally, and the faith performs a form of baptism for the purpose. The sanctuary of the temple has three large, beautiful statues of the three principal Goddesses of the faith: Erosia, Goddess of Love and Beauty, Athna’a, Goddess of Wisdom and Knowledge, and Her’ah, Goddess of Justice and Balance. There is a small Force Nexus here where the faithful actually claim to feel the Divine's presence, which is the lens through which the Force is seen due to Hapan culture for so long being notably anti-Jedi until Tenel Ka's reign.
A choir often sings hymns to one or all of these goddesses or to lesser deities in the Wayist pantheon at prescribed times of day. Despite it being a prominent historical landmark and the name of the Saint associated with it being found all over Charubah, Trinitarian Wayism is actually considered a minority religion, as most of Charubah’s populous professes no particular faith, while minority demographics are either flat-out atheist or adhere to another religion which are freely practiced as well. Wayism, at the core, does not actively seek to convert new followers, however, but will welcome any and all who seek the temple’s guidance openly (The priesthood likes to say "One doesn't convert to the Way. We only help them realize they were already Wayists"). Mass is held weekly, led by a Priestess and confessions are heard by any priestess one chooses to confide in. The walkway that leads to the Temple itself is flanked by statues of angels and there are peaceful flower gardens on the grounds beyond the walkway.
Royal Armaments Guild of Charubah: The Royal Armaments Guild of Charubah is a major weapons and armour manufacturing contractor for the Hapan government. Among the products it produces are weapon systems for vehicles and vessels, munitions, infantry weapons, armour, and civilian weapons. It is also more well know outside of the Hapes Cluster for the infamous Gun of Command. It is a defense contractor and is, by Hapan law, forbidden from selling shares to any person or entity not of the Hapes Consortium. House Zhan is a majority shareholder of the company and has members of the House sitting as board members. The company is perhaps most well known for the infamous Gun of Command, which is a weapon that can neutralize voluntary thought and blur the difference between one’s own thoughts and the commands of another.
Biotica Cybernetics: This is a company that produces cybernetic implants and prosthetics for both civilian and military use. The Cyborg Warriors of Charubah, an elite special operations branch of the Royal Space Marines, largely use implants and augmentation produced by Biotica. Biotica is more widely know for its anti-aging treatments and life extension medicines.

- Effects: The sensations the average person might feel is a sense of sanctity above and beyond the cultural significance of a church, like one can "feel the presence of the Divine" here. A Force Sensitive person can feel the living ebb and flow of the Force here and one receptive to it might see visions which the associated faith might interpret in the lens of their religious lore. Rarely, actually meeting an ethereal vision of Saint Clavelle Zhan has been reported which the priestesses of the faith regard as a sort of miracle. In truth, occasionally the 'Force Ghost" of an ancient Jedi exile who founded House Zhan and helped establish Charubah's earliest Hapan settlers after the fall of the Lorell Raiders can be encountered by receptive Force Sensitives. As the Hapans have been anti-Jedi for much of their history, having only steadily softened over just the last eight centuries, overt knowledge of the Force has never fully entered into religious doctrine and so the healing holy water and the palpable sense of Divine presence in the temple is traditionally seen in a religious lens rather than as the Force as a Jedi would see it.
POPULATION
- Native Species: 95% Hapan-breed Humans
- Immigrated Species: 3% Mainbreed Humans, 2% other species.
- Population: Heavy (roughly 8 billion)
- Demographics: Most Humans on Charubah are ethnically of the Hapan breed of Humanity. A minority are mainbreed Human followed closely by Near-Humans and finally by non-Humans.
- Primary Languages: Hapan, Basic
- Culture: Charubah is a high-tech, high-industry, and high-commercial hub, being that the Charubah System is located at a major hyperspace junction between the Gateworlds, the Interior, the Lorelli Reach, and the Rifle worlds where it resides as the regional captial world. It holds a great deal of military importance as a strategically critical world for the Royal Navy and is the world which produces Charubah Cyborg Warriors (As mentioned here https://starwars.fandom.com/wiki/Hapan_battle_armor). However, common people live similar lives to how other urbanized regions do and Hapan culture is as rich here as it is anywhere else in the Hapes Cluster.
- Government: Duchal Aristrocracy
- Affiliation: Hapes Consortium
- Wealth: Wealthy; It is a major defense hub as well as an exporter of bleeding edge technology. This is the world which both produces and attracts some of the best and brightest from all over the Hapes Cluster. It is on par with Hapes and Gallinore in terms of sheer economic and industrial output.
- Stability: Medium: Hapan Security maintains law and order with a local branch responsible for Esthar's security in particular. Despite the elite of the metroplex being very resistant to allowing residential property values to fall below a certain margin (resulting in Esthar itself being considered one of the most expensive cities to live in and deliberately so), the occaisonal anti-elitist activist group DOES try to express itself with vocal opposition to what effectively amounts to the "systemic gentrification of about two-thirds of a continent" referencing Esthar's sheer sprawling size. Troublemakers exist, but the CEOs, the nobility, and the very wealthy regularly squash such rebellion and see to it that local media makes fun of these activists. On the upside, slums virtually do not exist in Esthar itself and the nobility often crassly use their existence in other, smaller and less gentrified cities as case-in-point of why their snobbish rejection of more affordable residential zones in the capital is justified... and by Hapan sensibilities, it works more often than not. Ultimately, capitalism wins here although it is not unregulated and corporations do not actually make the rules.
- Freedom & Oppression: While not authoritarian, Charubah observes the freedom of the common person within the parameters of Hapan tradition, as most of the nobility tend to lean more conservative. Freedoms are legally guaranteed by the constitution of the Hapes Consortium and local planetary and region law cannot override these. The more wealthy one is, social status notwithstanding, the more free they seem to functionally be, however (like anywhere else, really). Per Hapan tradition, females are generally regarded as heads of the household, although in the intervening years, men have nominally equal status with women on paper and the average commoner family is, in practice, egalitarian with the wife only traditionally acknowledged as the matriarch of the family and head of the household for census and other administrative reasons. However, there are long-upheld ancient laws steeped in tradition which forbid men from assuming leadership of a noble house whose residence is on Charubah; a male can carry noble titles and his offspring can inherit titles, but he may not actually assume the social or political office of a noble without a superior noblewoman employing him in such a capacity. In short, while wealth brings power as much as hereditary titles do, gender plays a role mainly among the conservative nobility heavily favouring women.
- Military: Charubah at large is a major military hub, being that two of the Hapes Consortium's most prominent defense contractor corporations are headquartered here (The Royal Armaments Guild of Charubah and Olanji/Charubah). There is a Royal Navy garrison both in space to protect the shipyard stations and on the ground centered around various naval bases on the planet. There is also a prestigious naval academy on the outskirts of Esthar from which the local planetary militia and the Royal navy at large draws graduates from, especially officers.
