GEOGRAPHICAL INFORMATION
  • Headquarters: Qosantyra, Dosuun [To Be Submitted]
  • Domain: The Imperial Commonwealth of Dosuun spans a considerable region in the Outer Rim Territories, with its influence primarily concentrated on the planet of Dosuun and surrounding systems, as well as across three major sectors: the Home Sector, Aetos Sector, and Kaldwin Sector. Each of these sectors encompasses numerous star systems and planets that have historically been part of the Commonwealth's sphere of influence, dating back to their roots as descendants of the First Order.
  • Home Sector: The Home Sector includes Dosuun, the cultural and political heart of the Imperial Commonwealth. Avalonia, Dosuun’s capital, serves as the central hub of political power, housing the Imperial Palace and the Commonwealth Assembly. The Commonwealth’s direct governance ensures stability and economic prosperity here, with a strong military presence to maintain order. The region remains deeply loyal to the Commonwealth’s ideals and traditions, seeing itself as the bastion of the Commonwealth's imperial legacy.
  • Aetos Sector: Known for its military bases and industrial shipyards, the Aetos Sector is crucial to the Commonwealth's defense and shipbuilding capabilities. The Commonwealth Navy maintains a heavy presence here, with orbital stations and shipyards that support the production and maintenance of their fleets. The local populace generally respects the Commonwealth's presence due to the economic benefits and security it brings, but there is also an undercurrent of dissatisfaction among those who chafe under the stricter oversight of the imperial regime.
  • Kaldwin Sector: The Kaldwin Sector is characterized by a mix of agricultural worlds and resource-rich planets that supply the Commonwealth’s industries. This sector is vital for sustaining the Commonwealth's self-sufficiency, providing food, raw materials, and fuel. The Exarchs of the Kaldwin Sector are known for balancing the needs of the local populace with the demands of the Commonwealth, ensuring a stable supply chain. Relations between the Commonwealth and local populations here are more transactional, with a pragmatic acceptance of the Commonwealth’s rule in exchange for economic stability and protection from external threats.
The Imperial Commonwealth maintains strict control over its territories, ensuring that its influence is felt in all major aspects of life, from trade and industry to law enforcement and cultural affairs. Its transition to a more centralized, imperial system has reinforced this control, creating a sense of order and predictability that many of its citizens have come to appreciate. However, the Commonwealth’s centralized governance also means that dissenting voices are more carefully managed or suppressed, leading to an undercurrent of tension in regions where loyalty to the Commonwealth is not as strong.

  • Notable Assets: The Imperial Commonwealth of Dosuun possesses several key assets that underpin its political, economic, and military strength:
  • Avalonia Imperial Palace: Situated in the heart of Avalonia, the Imperial Palace is the seat of power for the High Basileus and Grand Vizier. It serves as the primary location for the Commonwealth Assembly and the Imperial Divan, where crucial decisions regarding governance and policy are made. The palace is a symbol of the Commonwealth's history and legacy, with grand architecture that echoes the aesthetics of the First Order’s glory days. This is subject to change, Ivalyn will be relocating the Commonwealth's political as of early 904 ABY to Qosantyra, Dosuun. Leaving Avalonia as simply the capital of the planet itself.
  • Dosuun Naval Shipyards: Located in orbit above Dosuun, these shipyards are some of the most advanced in the Outer Rim Territories. The shipyards support the construction and maintenance of the Commonwealth Navy's fleets, including star destroyers, frigates, and support vessels. This industrial complex is critical for maintaining the Commonwealth’s military readiness and its ability to project power throughout its domain.
  • Fortress Aetos: A heavily fortified military base in the Aetos Sector, Fortress Aetos serves as a key strategic location for the Commonwealth’s armed forces. It is equipped with training facilities, research and development centers, and advanced defense systems, including planetary shields and anti-orbital weaponry. This stronghold ensures that the Commonwealth can respond swiftly to threats, both internal and external, maintaining order within its borders.
  • The Kaldwin Mining Consortium: This network of mining operations and refineries across the Kaldwin Sector is crucial for extracting ore, fuel, and other raw materials needed to sustain the Commonwealth’s industrial base. The consortium is a joint venture between the Commonwealth’s government and private enterprises, managed under the oversight of the Exarchs. It is a key component of the Commonwealth’s self-sufficiency, supplying the raw materials for its shipyards and industry.
  • Commonwealth Intelligence Directorate (CID) Headquarters: Located on Dosuun, the CID Headquarters is the nerve center for intelligence gathering and covert operations across the Commonwealth’s territory. This facility manages a network of informants, surveillance systems, and field agents tasked with maintaining internal security, monitoring potential threats, and conducting espionage against rival powers. The CID is critical to the Commonwealth’s ability to preemptively address dissent and external interference.
These assets form the backbone of the Imperial Commonwealth’s power and stability, ensuring that its influence remains strong across its territories. Through a combination of military strength, economic infrastructure, and centralized governance, the Commonwealth is able to project its authority, maintain order, and continue its legacy as a successor to the First Order’s imperial tradition.

SOCIAL INFORMATION
Hierarchy: The following reflects the new hierarchy within the Commonwealth’s government, replacing its older system as described here. As of 903 ABY, the new Imperial Commonwealth of Dosuun has realigned its government, known colloquially as the Commonwealth Assembly.

High Basileus of the Imperial Commonwealth (Kelora):

  • Supreme Authority: The High Basileus is the ultimate leader of the Commonwealth, embodying its unity, heritage, and central authority. Holds the title of Queen of Dosuun, signifying a direct connection to the Commonwealth’s historic heartland.
  • Day-to-Day Engagement: While traditionally a symbolic figure, the High Basileus is now more directly involved in governance, similar to the active role of a Sultan in the Ottoman Empire.
  • Protector of the Commonwealth: Functions as the final arbiter in legal disputes and policy conflicts among the Commonwealth’s territories, with supreme judicial authority.
  • Imperial Seal: Wields the Imperial Seal, a powerful symbol used to approve laws, decrees, and treaties, representing the final say in Commonwealth governance and policy-making.
  • The Crown: This term is used colloquially when referring to the High Basileus and her office/authority.

Grand Vizier (Ivalyn Yvarro):

  • Senior Executive: The Grand Vizier acts as the primary executive officer, overseeing the daily administration of the Commonwealth and managing the Imperial Divan (Council of Ministers).
  • Implementer of the High Basileus’s Vision: Holds broad powers, especially when the High Basileus is not directly present, representing the Crown’s authority in the Divan and ensuring its decrees are carried out effectively.
  • Council Manager: Manages the Council of Viceroys, ensuring regional leaders remain loyal to the Crown. The Grand Vizier also mediates disputes between the Divan Ministers and regional leaders.
  • Overseer of the Imperial Guard: Directly supervises the Imperial Guard, the elite enforcement unit that maintains internal stability and security across Commonwealth territories.

Imperial Divan (Council of Ministers):

The Imperial Divan is the Commonwealth’s core governing body, comprising key ministers who manage different facets of the Commonwealth’s administration. Each minister plays a crucial role in shaping policy and managing specific sectors of governance:

  • Divan Minister of Military and Defense: Strategic Command, overseeing military strategies, coordination of Commonwealth defense forces, and defense collaborations with allied planets.
  • Divan Minister of Governance: Political Affairs, focusing on internal stability, political coherence, and the management of planetary governance structures.
  • Divan Minister of Economy and Trade: Economic Management, focusing on trade routes, tariffs, financial matters, and economic development.
  • Divan Minister of Intelligence and Security: Surveillance and Counterintelligence, managing intelligence networks and security forces.
  • Divan Minister of Science and Technology: Innovation Leadership, overseeing technological advancements and research and development projects.
  • Divan Minister of Cultural and Religious Affairs: Cultural Integration, promoting cultural heritage and social cohesion among member worlds.
  • Divan Minister of Interstellar Diplomacy and Foreign Affairs: Galactic Relations, managing diplomatic relations, treaties, and foreign policy.
  • Divan Minister of Public Health and Welfare: Health and Social Equity, overseeing the Commonwealth Medical Services and welfare programs.
  • Divan Minister of the Interior (Environmental Stewardship and Interplanetary Infrastructure): Sustainable Development, managing natural resources and overseeing infrastructure projects.

Council of Viceroys (Sector Governors):

  • Sector Leadership: The Commonwealth is divided into three major sectors, each overseen by a Regional Viceroy, akin to the Beylerbeyi role in the Ottoman Empire:
    • Viceroy of the Home Sector: Oversees Dosuun and its surrounding core worlds, ensuring stability and upholding Commonwealth law.
    • Viceroy of the Aetos Sector: Governs the Aetos region, managing strategic economic and military assets.
    • Viceroy of the Kaldwin Sector: Administers the recently integrated territories, focusing on consolidation and development of the new region.
  • Representation of the Crown: Viceroys are appointed directly by the High Basileus and serve as their emissaries in the regions, enforcing Commonwealth laws and managing local governance through Sector Councils.
  • Advisory Role to the Grand Vizier: While managing their regions, Viceroys also provide strategic advice to the Grand Vizier on matters affecting their sectors, ensuring smooth communication between the regional and central authorities.

Council of Exarchs (Provincial Governors):

  • Provincial Management: Each sector is divided into several provinces, managed by Exarchs who report directly to their respective Viceroy. Exarchs oversee the administration and governance of their designated provinces.
  • Regional Authority: Exarchs ensure that provincial laws and policies align with the directives from their Viceroy and the broader Commonwealth laws. They handle local disputes, development projects, and law enforcement.
  • Coordination Role: Exarchs work closely with planetary Governors and local leaders within their provinces to ensure efficient governance and resource management, facilitating the implementation of policies and development programs.

Council of Governors (Planetary):

  • Local Administrators: Governors manage the day-to-day affairs of individual planets or clusters of planets within each system. They focus on local legislation, economic development, and maintaining order at the planetary level.
  • Reporting Structure: Governors report directly to both their respective Exarch and the relevant Divan Minister, allowing a streamlined flow of information and policy implementation between local and central governance.
  • Coordination Role: They work closely with local assemblies and leaders to ensure that Commonwealth-wide laws are tailored to fit local needs while maintaining overall alignment with the Crown’s interests.

Council of Representatives:

  • Advisory Assembly: The Representatives serves as a consultative body, comprising representatives from individual planets across the Commonwealth. Its role is to provide feedback and input on broader Commonwealth policies, ensuring local interests are heard.
  • Petitioning Power: While the Representatives lacks direct legislative power, it has the ability to submit proposals and petitions to the Imperial Divan, Viceroys, or even the High Basileus, allowing it to voice concerns or requests on behalf of member worlds.
  • Facilitating Unity: The Representatives play a vital role in fostering a sense of representation and inclusion among the Commonwealth’s diverse territories, even as it remains advisory in nature.
Imperial Guard:
  • Elite Enforcement Unit: Tasked with maintaining internal order and loyalty to the Commonwealth, the Imperial Guard operates under the authority of the Grand Vizier.
  • Specialized Force: Deployed in situations of internal unrest, the Guard ensures that Commonwealth laws are followed and that the interests of the High Basileus are safeguarded across all regions.
Autonomy is permitted, but with a clear understanding that it comes with expectations of maintaining order and stability. Meaning, the Commonwealth allows for planets to oversee themselves and govern themselves as they see fit so long as Commonwealth laws and policies are implemented and upheld, and that the populace's happiness is maintained. If at any time the executive powers of the Imperial Commonwealth of Dosuun feel as though any leader, be it Viceroy, Exarch or Governor is failing in their duties. They can and will be replaced, with the federal government seizing control in the interim.

  • Viceroys: Oversee major sectors, ensuring that regional governance respects Commonwealth principles while maintaining peace. They can request intervention if local governments fail.
  • Exarchs: Serve as regional coordinators, balancing Commonwealth interests with local governance while reporting instability to the Grand Vizier.
  • Governors: Work closely with local leaders to implement Commonwealth policies but are expected to maintain stability or face replacement by central authority.
  • Membership: [IC] The Commonwealth’s new government commands the allegiance of many across its territories, with a core administrative and military apparatus of several hundred thousand. The actual governing body, including Divan members, Viceroys, and the Praetorian Corps, is composed of a few thousand individuals.
    • Becoming a Member:
    • For the Divan: Membership is restricted to those who have proven their loyalty and capability in positions of power, often with a background in military service, governance, or noble lineage.
    • For the Praetorian Corps: Selection involves a rigorous vetting process, including loyalty tests, combat training, and a personal oath of allegiance to the High Basileus and Grand Vizier. This elite group must demonstrate unwavering loyalty and the ability to carry out orders without question.
    • Joining as a Planetary Representative: Representatives are often elected or appointed based on regional support, but must gain approval from the Divan to take their seat.
    • [OOC] Simply speak with me here on the board or on discord, discord is best.
  • Climate:
    • Internal Atmosphere: The atmosphere within the Commonwealth is charged with a sense of duty, discipline, and focus on loyalty. There is a palpable tension given the recent upheavals, but for those aligned with Ivalyn’s vision, there is also a sense of renewed purpose. The Divan is a place of serious deliberation, while the Praetorian Corps operates with an air of vigilance and readiness, knowing that internal threats are always a possibility.
    • Workplace Risks: Given the assassination attempt on Ivalyn, paranoia and caution run high. Trust is limited to those who have proven their allegiance, and there is an understanding that disloyalty will not be tolerated. However, for those who prove their worth, there are opportunities for advancement and influence.
  • Reputation:
    • Within the Commonwealth: Opinions are mixed. Many citizens see Ivalyn’s leadership and the new structure as a necessary measure to stabilize the nation and restore the glory of their imperial past. There is pride in the Commonwealth’s history and a belief that this shift will bring strength. However, others worry about the loss of democratic structures and the potential for authoritarian rule.
    • Outside the Commonwealth: The Commonwealth is likely viewed by those who align with entities such as the Galactic Alliance with deep suspicion, especially following their “alliance” and recent realignment with the Sith Empire. Among their allies, the Commonwealth is seen as a determined and resilient power, but one that is willing to embrace harsh measures for security.
  • Curios: Members of the Commonwealth Assembly possess a signet ring that symbolizes their status and allegiance within the organization. Each ring is crafted from gold and deep red enamel, reflecting the Assembly's official colors, and bears the emblem of the Commonwealth Assembly—the stylized imperial eagle and crowned star. The ring's design is unique to each rank within the Assembly, with subtle variations such as engravings on the inner band or different placements of the sunburst rays, signifying the holder's role, whether they are a Viceroy, Divan Minister, or Governor.

In addition to the ring, high-ranking members, like the Viceroys and Divan Ministers, receive a ceremonial cloak adorned with the laurel and scepter motif of the Commonwealth. The cloak, worn during formal gatherings and assemblies, serves as a symbol of their responsibility to the unity and governance of the Commonwealth. For everyday identification, members also carry a personalized identification tablet, encoded with encrypted data that allows access to secure Commonwealth communication channels and restricted areas.
  • Rules:
    • Core Philosophies:
      • Unity Above All: The Commonwealth is strongest when its people and leaders are united. Any dissent that threatens this unity must be addressed swiftly and decisively.
      • Imperial Legacy: Members of the Commonwealth government are expected to honor their imperial heritage, embracing the principles of order, stability, and strength. The memory of leaders like Natasi Fortan and Ariel Yvarro serves as a guide.
      • Loyalty to the Basileus and Grand Vizier: Absolute loyalty is expected toward the High Padishah and Grand Vizier. Disloyalty is seen as a threat to the Commonwealth’s survival and will be met with severe consequences.
  • Goals: The following is a reflection of the Commonwealth Assembly’s vision and goals
  • Short-Term:
    • Consolidate Power: Establish the authority of the Imperial Divan and secure the loyalty of regional governors and leaders. Eliminate any lingering opposition to the new structure.

HISTORICAL INFORMATION
The Commonwealth Assembly represents the culmination of a significant transformation within the Commonwealth of Dosuun, an interstellar government that traces its lineage back to the First Order of mid 8th century ABY. Founded in the late 8th century ABY, the Commonwealth sought to unify the planets surrounding Dosuun, combining the traditions of its First Order ancestry with a focus on stability, economic growth, and military strength.

In its earlier years, the Commonwealth functioned with a Senate-like system and a Divan Council, where planetary representatives could influence policy. This system aimed to balance centralized governance with regional representation, ensuring that the needs of diverse worlds were addressed. However, as the Commonwealth grew, so too did the complexities of managing a sprawling territory, especially when it became more deeply intertwined with the Sith Empire. This alliance meant that the Commonwealth's identity and priorities became entangled with those of a larger, more aggressive power.

A turning point came during the late 902 ABY when Ivalyn Yvarro, the Grand Vizier, narrowly survived an assassination attempt. This event, alongside the Sith Empire’s war against the Galactic Alliance, made clear the dangers of relying too heavily on an external power and the vulnerabilities that came with such entanglements. Ivalyn, recognizing the precarious position of the Commonwealth, saw an opportunity to realign its focus back to its First Order roots, a history that had been somewhat sidelined prior to their alliance with the Sith.

In a strategic move, Ivalyn Yvarro and Kelora, the High Basileus, made the decision to embrace the Commonwealth’s origins as descendants of the First Order. They believed that by reclaiming their heritage, they could centralize power and revitalize a sense of pride and unity among their citizens. This vision led to the creation of the Imperial Commonwealth of Dosuun and the establishment of the Commonwealth Assembly in 903 ABY.

The transition from the old Commonwealth to the Imperial Commonwealth was marked by the dissolution of the Senate-like assembly and the formation of a more hierarchical and imperial system. The High Basileus, formerly the High Queen, once a largely symbolic figure, would now take on a more active role, while the Grand Vizier took on a stronger executive role, directly managing the Imperial Divan—the Council of Ministers responsible for the day-to-day administration of the Commonwealth.

This new structure also introduced a Council of Viceroys, each overseeing one of the Commonwealth’s three major regions—Home, Aetos, and Kaldwin—as well as Exarchs, who managed the provinces within these sectors. This reorganization aimed to ensure regional stability while allowing the central government to maintain direct control over critical matters. In particular, the formation of the Imperial Guard provided the Commonwealth with a dedicated force to maintain internal order and ensure that the new directives from Kelora and Ivalyn were followed without hesitation.

The establishment of the Commonwealth Assembly symbolized a shift from a system of deliberative politics to a more centralized, autocratic regime that emphasized order, unity, and imperial tradition. By reclaiming their First Order heritage, the High Basileus and the Grand Vizier sought to project an image of strength and stability in an era of galactic upheaval. The new direction would echo past affiliations between the First Order and the Old Sith Empire. However, it would enable the Commonwealth to look to the future where it would once more reassert its independence as a powerful, sovereign entity.

While the Imperial Commonwealth has brought a renewed sense of purpose to its territories, the shift has also been met with mixed reactions among planetary leaders and citizens. Many appreciate the clarity of vision and the strong leadership that has emerged, seeing it as a return to glorious traditions. Others, however, are wary of the reduced autonomy and more centralized control that the new structure represents. Nevertheless, the High Basileus and the Grand Vizier remain committed to their path, believing that this imperial resurgence will enable the Commonwealth to navigate the uncertainties of the galaxy with greater resilience and unity.

The Imperial Commonwealth of Dosuun, guided by the Commonwealth Assembly, is now positioned to forge its destiny, blending ancient traditions with modern governance, and looking to shape the future of its territories while standing apart from the shadow of its past allies.
