COMPNOR
The Commission for the Preservation of the New Order (COMPNOR) remains a central institution within the Risen Empire, acting as both the ideological backbone and the enforcer of Imperial doctrine. Unlike the original Galactic Empire, which used COMPNOR primarily as a political and social control mechanism, the Risen Empire has evolved it into a far more efficient and feared apparatus of state power. It is responsible for shaping public perception, enforcing absolute loyalty, and eliminating dissent within Imperial society. Through propaganda, surveillance, and direct intervention, COMPNOR ensures that the citizens of the Risen Empire remain steadfast in their belief that order and strength are the only true paths to stability.
Structure and Role
Under the Risen Empire, COMPNOR is divided into several key branches, each designed to reinforce Imperial rule:
- Imperial Bureau of Indoctrination (IBI): Focuses on shaping public opinion through relentless propaganda campaigns, rewriting history to align with Imperial values, and controlling educational institutions to ensure that all knowledge serves the Empire's interests. The IBI also produces recruitment materials, glorifying military service and reinforcing the idea that loyalty to the Empire is the highest virtue.
- Citizen Compliance Bureau (CCB): Enforces strict social adherence to Imperial law, ensuring that all citizens contribute to the Empire's vision. It monitors everything from workplace productivity to personal behavior, ensuring that no deviation from the prescribed order goes unnoticed. The CCB also manages the extensive informant networks, encouraging civilians to report any anti-Imperial sentiment among their peers.
- Youth Development Corps (YDC): A heavily expanded version of the original Sub-Adult Groups (SAG), the YDC molds young minds from an early age, instilling absolute loyalty to the Emperor and a sense of duty to the Empire. Many of these recruits go on to become officers in the military, COMPNOR operatives, or administrators within the Imperial bureaucracy.
COMPNOR and the Anti-Force Doctrine
One of the most significant changes under the Risen Empire's COMPNOR is its role in enforcing the Anti-Force Doctrine. Unlike the original Empire, which primarily sought to eradicate the Jedi, the Risen Empire sees all Force users—Jedi and Sith alike—as dangerous aberrations that destabilize civilization. COMPNOR actively works to detect, detain, or eliminate Force-sensitive individuals, branding them as "corruptions of the natural order." Any Force user found within Imperial borders is given two options: permanent imprisonment in nullification cells or forced conscription into the Inquisitorium, where they are surgically implanted with neural detonators and made to hunt others of their kind under constant surveillance.
The Hand of the Emperor
At the top of COMPNOR sits the Hand of the Emperor, an undisclosed figure who operates as the unseen force ensuring that all of COMPNOR's activities align with the Emperor's will. This individual is the absolute authority within COMPNOR, answering only to the throne, and has the power to override military and governmental decisions if they are deemed a threat to Imperial stability. The existence of this role is a closely guarded secret, with even high-ranking Moffs unaware of the Hand's true identity or whereabouts.
Through its extensive control mechanisms, COMPNOR has cemented itself as the most powerful non-military institution within the Risen Empire. It ensures that Imperial citizens remain unquestioningly loyal, that potential threats are neutralized before they emerge, and that the Risen Empire continues to thrive as the last bastion of true order in the galaxy.
