Constitutional Manifest

CONSTITUTIONAL MANIFEST
of the
REPUBLIC OF RA’KATHA
We, the founders of the Republic of Ra’Katha, do make this document and this Federation to unify the planet of Ra’Katha under one collective government, and to promote peace, justice, security, common welfare, financial wellbeing and freedom of the Ra’Kathan people.
ARTICLE I.
Every two years, the Unqēsaltühn of the Republic shall be elected by a majority vote by all voting members of the Ra’Kathan congress.
The Unqēsaltühn will act as the primary ambassador in foreign relations outside of Ra’Katha. The Unqēsaltühn will also act as the supreme commander of Ra’Katha’s military. The Unqēsaltühn will preside over the proceedings of the Ra’Kathan congress but will not have a voting power. The Unqēsaltühn shall not hold any other title or office within or outside of the Republic during the duration of the Unqēsaltühn’s tenure.
The Unqēsaltühn will have the authority to create an executive cabinet made of officers, appointed and created by the Unqēsaltühn. These officers will include but are not limited to the Minster of Trade, the Minister of War, the Minister of Science and the Minister of the Interior. Each Minister will oversee a separate executive department, each pertaining to their role in the Cabinet.
The Unqēsaltühn shall also have the power to appoint a Secretary of Congress, an official who will preside over the Congress when the General Secretary is absent and will have a tie-breaking vote in the Congress.

ARTICLE II.
The Congress of Ra’Katha shall be comprised of a body of Kahntēn, two elected from each province of the Republic. These representatives shall be voting members of Congress and be the chief representatives from their respective province. Each Kahntēn shall serve a term of two years, and shall not hold a separate political office within or outside of the Republic of Ra’Katha during their tenure.
Along with each Kahntēn, an asquye’Kahntēn shall be elected to replace a Kahntēn in the case of death or removal from office. Asquye’Kahntēn shall have no voting power unless they replace the Kahntēn that they correspond to, and no Asquye’Kahntēn shall hold a separate political office within or outside of the Republic of Ra’Katha during their tenure.
Every two years, the Congress shall convene on the nineteenth of the first to vote a new Unqēsaltühn into power. A Kahntēn who is voted as a Unqēsaltühn shall be replaced by their asquye’Kahntēn.
The Congress of Ra’Katha shall be established to create and enforce laws of the Republic of Ra’Katha. They shall also have the power of the following:
to establish a currency and mint;
to lay and collect taxes;
to regulate commerce and trade both Foreign and Domestic;
to provide for the common defense and welfare of the Republic of Ra’Katha;
to establish a public system of transportation and communication within the Republic of Ra’Katha;
to define treaties and relations with foreign nations; to penalize high crimes committed against the Republic of Ra’Katha abroad;
to declare War, to raise and support an Army, a Navy and other aspects of a military necessary to the defense of the Republic of Ra’Katha and her interests;
to establish and support a judiciary system of courts, including the High Courts;
to exercise Legislation that may regulate the Republic of Ra’Katha in order to support the mandate of the Constitutional Manifest.
ARTICLE III.
The Vencyen’underdē shall be established as the supreme council of law. The Vencyen’underdē shall be made of Ahrdehn, each a nomination made by the Unqēsaltühn and approved by a majority vote by the Congress of Ra’Katha. During no part of holding office shall an Ahrdehn hold any other political office in or out of the Republic of Ra’Katha, nor shall any Ahrdehn hold a separate position that may compromise their impartiality while serving in the Vencyen’underdē.
The Vencyen’underdē shall have the power to veto laws passed wherever in the Republic of Ra’Katha if the Vencyen’underdē finds that they are contradictory to the Constitutional Manifest. The role of the Vencyen’underdē shall be to uphold and protect the values the Constitutional Manifest.
A series of lower courts shall be established, over which the Vencyen’underdē shall have jurisdiction over. Rulings made by these lower courts may be overruled by the Vencyen’underdē.
The Vencyen’underdē shall consist of no more than seven Ahrdehn at any one time, and each Ahrdehn shall serve for life or until personal retirement.
ARTICLE IV.

The Republic of Ra’Katha shall consist of multiple provinces, each with their own municipal government, council, and court system. Each Province shall have the authority to establish their own Constitutional Mandate and laws, as well as to tax their citizens, and provide for the peace and defense of their citizens.
A Province shall be required to establish a common method of transportation and communication in its territory and between Provinces.
The laws and Constitutional Mandate of each Province shall not contradict with the Constitutional Mandate or laws of the Republic of Ra’Katha.
A Province shall not restrict trade relations with any other Province of the Republic of Ra’Katha; neither shall a Province have any relations with foreign powers.
A Province shall not have the authority to establish a currency, to declare War on a foreign or domestic power, or to accept treaties from a foreign or domestic power.
The Congress of Ra’Katha shall have the authority to establish regulations by which Provinces may be established. The Congress of Ra’Katha shall not have the authority to dissolve or sanction a Province.
ARTICLE V.

The process by which this Constitutional Mandate may be altered is as follows:
A convention is held within the Congress of Ra’Katha or within a Council of a Province in which an Amendment may be proposed.
If a two-thirds majority of a Provincial Council concurs by vote, than the resolution shall be sent to the Congress of Ra’Katha. The Congress of Ra’Katha must approve the resolution by a two-thirds vote, in which the resolution shall be sent to all Provinces in the Republic. If two-thirds of all Provinces, by popular vote, concur, than the resolution shall be applied as an Amendment to the Constitutional Mandate.
If an amendment is first proposed and voted on in the Congress of Ra’Katha, then the amendment shall be sent to all Provinces in the Republic, in which a supermajority or ninety-percent of all Provinces shall need to vote in favor for the amendment to be applied.
Throughout this process, the clauses and phrasing of an Amendment may be proposed to be modified. If an amendment is modified on any level, then the Congress and Provinces must approve the modification.
Amendments shall override any contradictory clause in the Constitutional Mandate or Amendments established before it.
AMENDMENT I.
Citizens of the Republic of Ra’Katha shall enjoy certain, unalienable rights:
The right to Vote in public elections;
The right to own and bear weapons, for their individual protection and for protection against tyranny;

The right to form a provincial militia by way to defend themselves from internal and external threats to their safety and the sovereignty of the Republic of Ra’Katha;
The right to the freedom of speech;
The right to trial by an impartial jury;

AMENDMENT II.

In the absence of an Unqēsaltühn to lead the Republic, the Trade Minister of the Republic shall assume the additional duties of the Unqēsaltühn.

The line of secession in an emergency or vacancy of office shall proceed as such: Minister of Trade, Minister of War, Minister of Interior, Minister of Science and finally Secretary of Congress. If all seats of office are unavailable, then leadership shall fall into the Grand Admiral of the Ra'Katha Armed Forces, and subsequently after that Major General of the same force.
