[+]Loyalty: Because Coratanni plucked the Runners, sometimes literally, from the gutters, these young men and women are incredibly loyal to the Cartel. The only kindness that was ever shown to them was by the Thawne Family, and that kindness has bred incredible amounts of loyalty and zealousness within them. Most of the Runners are loyal enough that they would gladly die for the Cartel.
[-]Training: Though some Runners eventually go on to become Coratanni Executioners or take other roles within the Cartel, by and large the vast majority of this is entirely untrained. They are supplied with weapons, given basic instruction, and then sent off to go do whatever they need to do. The Runners aren't special forces or even soldiers, rather functioning more like a Militia.
[-]Erratic: As one would expect from a bunch of gutter rats, the Coratanni Runners aren't exactly the most...stable of people. The Runners are prone to extraordinary act of violence, terror, and acts that most people would define as entirely despicable. The Runners are criminals and gang-members, not subtle and almost always targets of investigation wherever they are.

Put quite simply, The Runners are small microcosms of the Coratanni Cartel dotted throughout the entirety of the galaxy. They are recruited and taken from the poor, the orphans, and whoever else feels disenfranchised and has no hope. By and large the Coratanni Runners are on the younger side, with the eldest of them tending to only be in their early twenties.
Each of these young children was taken in by the Cartel, given a hot meal, a place to live, and whatever else they needed. Built almost in a cult like faction, the Runners spring up on worlds almost independently, forming through the direction of one of the Thawne's until they can run themselves.
The Runners work in 'cells', controlled by the oldest of them and guided by the Cartel itself through a network of dead drop and secret communications.
Of course, the point of all of this is to extend the reach of the Cartel itself. The Runners are not a military force, but rather one of disruption. They steal, kill, and cause all sorts of chaos when required. Many of them are extremely loyal to the Cartel itself, and display it through the use of Tattoos, facepaints, and even body piercings.
The Runners are an extension of the Cartel's more 'chaotic' element, manifesting in times of strife when the Cartel seeks to create an opportunity for itself.
