If I understand it correctly a companies' Tier level determines how many different locations they are permitted to have. Once you reach that tier it is just a matter of picking a planet and doing the RP for setting up shop there.

Scroll down to Company Expansion and Growing in Tier, on this page. To my understanding, you have to complete certain requirements via IC threads, and then submit a modified submission to reflect your expansion/changes.

EDIT: That is, if your company has the limited amount of operations it is allowed through the Tier levels, I believe. Otherwise, I don't think you would have to do any requirement threads to Tier up.
