Coruscant: Please Take My Money [Galactic Alliance, corporations, interested organizations]

An open letter made its way through diplomatic and business-social circles. The letter originated from Mara Merrill, heir of Silk Holdings, Akure Executive Interstellar, and Iron Crown Enterprises, among others. She'd recently sold a significant stake in ICE for cash. There was a super-hyperlane named after her. Bottom line: she wasn't hurting for money. In recent months, she'd dabbled in philanthropy, funding a variety of refugee- and health-related causes, and building ties with various alien diaspora communities. But what the open letter proposed was orders of magnitude greater. It read, in part:

Fighting to free Coruscant, I became aware of the extent of the devastation. The initial One Sith invasion was bad enough, but Coruscant has suffered years of coups and counter-coups, of bloody failed liberations, and of deliberate damage by the Sith evacuation. The pain goes deep.

I am devoting the nexu's share of my resources to the rebuilding of Coruscant. But monetary resources alone won't restore this planet. That's where you come in.

I sit on the Silk Holdings Board of Directors. Silk has graciously agreed to facilitate my interactions with corporations and organizations that can provide necessary expertise. Environmental processing, manufacturing, droids, bulk construction, medical relief, local security -- I call on any corporation or organization that can help. Contact me and I will hire you. If you are a nonprofit, I will donate to you, and pay your expenses. I trained at a Jedi Academy as a girl; I know that most nonprofit ideological organizations operate on a shoestring budget. Lend me your expertise and your resources, help heal Coruscant, and that no longer has to be the case.

This is the great task of the decade. Coruscant is the centre of everything. It means something to virtually every species and civilization. It has a population greater than many sectors can boast, and that population is in need.

Contact me. Give me your plans. Once my associates at Silk verify that you can do what you say you can, I will fund those plans to any required amount. There will be waste, there will be mistakes, there will be inefficiency, but the end result will be worth it.

Also my new home planet, does make a lot of excess food, and I am sure we can come to some arrangement to feed the population. So that no food riots start, as the last thing we need are the locals going hungry and thinking it was better under the sith. The first shipment of food will be given free of charge, as prove of my commitment to help rebuilding of this once grand world.

Thank you for your generous gift of food supplies. House Thul's security forces are known for their quality, and their position on the ground is an asset. I would like to bankroll their security and training efforts under stringent 'hearts and minds' conditions. Their priorities would be strengthening local capacity, controlling violent crime, and protecting the disbursement of relief supplies, including food, bacta, and kolto in large quantities. Though I have no real expertise in the private military contracting world, I have associates who do. Attached is a proposed pay schedule, including hazardous duty bonuses, ethical standards of performance, and rules of engagement. The offer is comparable to private military contractor rates of pay. If this offer is acceptable to you, please let me know at your earliest convenience.

It is also worth noting that the Galactic Alliance controls Coruscant. All implementation of private security measures for relief disbursement should be coordinated at every level with the relevant Galactic Alliance authorities. At this point the situation is fluid enough that I don't believe any such authorities exist, apart from the general officers who directed the invasion. As the situation develops, though, I'm certain that Galactic Alliance authorities will take charge of their own efforts. Please make every effort to cooperate with them and acknowledge their authority, and that of the military forces who have nominal control over the planet at a ground level.

A message would reach Miss Merrill from the CEO of Aurora Industries. It would explain that during the invasion that the Alliance forces and volunteer Directorate marines under Taeli Raaf had secured the infrastructure of Coruscant's water supply and power grid, thankfully without much damage as the One Sith hadn't been too concerned with protecting these areas. as part of that, Aurora Industries would be providing security for those pieces of infrastructure until such a time as the planetary authorities were able to make them safe. To that end, Aurora Industries would be deploying several divisions of Watchman Security Droids along with their own security personnel to patrol the Works and parts of the Undercity that held this infrastructure.

What they would need to keep such operations going until such a time as the Alliance could do it on their own, given how large and important the area was, was capital to make sure supplies and other vital components could reach the security being provided

Ria didn't need to tell her she was coming out of Atrisia, the bumpy transport ride was sickening and she just wanted to be on solid ground again, soon. She set her tablet down beside her and folded her arms across her chest. Between Kal'Shebbol, Atrisia, Naboo and Coruscant sounded like heaven. Nar Shaddaa's street rat looked over out the aisle to see the other passengers on the ride with her. Running her thumb along that Kathol Liberation ring, she put her head back against the headrest on the transport. Note to self, next time when they offer to bump you to first-class don't argue...

Mara's reply congratulated Aurora on its successes and commiserated over the power grid damage that certain Dark Side mercenary interests had perpetrated. The message applauded Aurora's efforts, and those of the Directorate -- a group with which Mara was largely unfamiliar -- to secure and rebuild the Works. Mara acknowledged the request for capital and pledged the following:
  • Establishment of a fund for the maintenance and replacement of the Watchman patrol droids as necessary
  • An offer of pay incentives and relevant guarantees for the living security forces, as well as industrial-grade solid fuel/ration converters, enabling them to operate for the duration of the situation
  • A fund for transportation security, ensuring that disbursement vehicles could be maintained, replaced, upgraded, or provided with escorts
  • A fund so that Aurora could hire experts in disaster relief and ecumenopolis power grids to advise as necessary
  • A sizeable slush fund for incidental expenses related to securing and rebuilding the sectors controlled by Aurora and its Directorate allies

After the debacles on Morellia and Kuat, Star Tours needed to get back into the more respectable areas of the business. Rebuilding Coruscant won't be easy and millions of tons of material will be needed to rebuild the Financial District alone, where the Army of Malastare has valiantly fought until Directive 12 was triggered, causing widespread destruction all over the district. Now that Star Tours has entered the bulk freight segment of the market, it was willing to have a slice of the pie.

I am Dunames Lopez of Star Tours: the reconstruction of Coruscant will require many, many shiploads laden with millions and millions of tons of glasteel, durasteel, alusteel as well as of electric and electronic components. While ships that big can be used for carrying the requisite amount of materials, ships capable of landing on planets are currently limited to a few hundred thousand tons a load at best. Reconstructing a planetary infrastructure requires the loads to be unloaded on the surface itself, and Star Tours' new Exodus-class ships can unload five million tons of the aforementionned materials on the surface at once, which makes it an asset for us to deliver the required materials on Coruscant. Also the economies of scale cannot be understated: we can ship the 5 million tons of alusteel and construction materials for as little as 3 credits a ton, due to the materials being inert for the purposes of transportation security. If these terms are agreeable, please respond ASAP so that the proper preparations can be made. We can also take some refugees away to a safe location on the return flight.

A quick call to General Beyyr of the Underground -- her babysitter on many occasions as a girl -- verified that Kathol Outback Security and Alarm Systems was a thing. Specifically, it was an Underground front company and capacity building mechanism, like Baobab Astrography, where Mara had worked as a girl. Misrani had set up KOSAS as part of the Underground's efforts to build friendship with the recently liberated Naboo. Frankly, what KOSAS could bring to the table, Mara wasn't sure, but its presence would help with Underground operations. And those operations could have far-reaching implications: the Underground had been operating undercover on Coruscant since it first fell. The Coruscant Underground, specifically, had staged any number of raids, gun runs, and small insurgencies. They'd been the ones to smuggle Mara and the Jedi strike team onto Coruscant, and thence to the secret route that the strike team had taken.

Officially, Mara pledged a reasonable amount of funds to KOSAS. Unofficially, she contacted Misrani with information on the most influential Coruscant Underground cells, for coordination purposes.
 
[member="Sor-Jan Xantha"] was a name known to her. The ridiculously youthful-yet-ancient Anzati Jedi had been her father's first serious teacher in the use of a lightsabre. Xantha and his Alderaan Queen had flown on any number of Underground operations in the Kathol Outback, too. Through unofficial Underground channels, she sent him the same contact details that she'd sent to Ria Misrani, connecting him to both Misrani and the longstanding Coruscant Underground cells. What use they might be in comms infrastructure, she had no idea, but it seemed various Underground people were here in force. Connecting them could only help.

Officially, her response to Corellia Digital went more or less as follows, and while writing it she realized what her subconscious had been trying to tell her earlier: why the Underground connections might be necessary.

I agree: Coruscant's communications infrastructure is a top priority. Since we have so little information on exactly what parts of the infrastructure are in need of replacement or repair, you have your work cut out for you, and I feel it's appropriate to offer you funds without earmarking. I've attached a purchase and hire schedule that should be more than sufficient. If it isn't, please let me know as soon as possible.

Your main offices are in One Sith-controlled space. You've navigated that situation quite well for years, by all accounts, but there's now a hostile border between the Corellian system and Coruscant. I have faith in your ability to negotiate that barrier; let me know if I can provide any assistance. Until recently I was on the Iron Crown board of directors, and I still have business contacts in Sith space at a fairly high level.

A message came in for Mara, bearing the blazing omega of the galaxy's premier military contractor. Perhaps unsurprisingly, it was from her godfather, but either way, the offer was about the only one you'd get from a group of hard-bitten mercenaries.

While the Galactic Alliance contracts us out on the basis of their own need, we were not called upon to retake Coruscant. While we were unable to assist in it's liberation, my unit and i would like to offer our rather extensive experience to keeping other contractors, nonprofits, and assorted companies safe in their work. War has a habit of bringing out the worst in people, but the true tragedy comes in the desperation left behind when the battle moves on.

A steady hand is needed, I think we can agree. I've enclosed our TO&E and usual pay rate - you will also find a discounted pay rate. The men and I agreed that while we wish to be paid for our time, that discount of approximately 20% should go directly to planetary nonprofits, as they're best equipped to help their people. We're just a bunch of guys with blasters and armor, our assistance is merely in making sure theft is kept to a minimum.

It was not long before Mara received a message sent from far away Tygara. The Lady Kerrigan was busy dealing with the usual elf game of thrones and, ironically, reconstruction in Xioquo territory, but she'd immediately answered the call.

first of all, congratulations to you guys for liberating Coruscant. I fought the One Sith when they first conquered the planet and how bad the situation has become since then, given all the hell that's been unleashed on the planet. So it's only right that I offer the help of Firemane and the Guild of Hammers to rebuild the planet.


Firemane has substanstial, disciplined paramilitary forces, augmented by Guild of Hammers droids. We have extensive experience with contracting and can thus assist with security. We would be ready to coordinate with the relevant Galactic Alliance authorities and follow their lead. If the Alliance agrees, we can also trainers for local security forces, when they are set up.


Moreover, we have freighters that can transport vast amounts of cargo to help in the relief effort. While production is limited, we can provide a few of the Guid's Replicator Series 3D Printers. It is a manufacturing and recycling system that can take any physical objects, such as liquids, gases, and solid objects like old refuse, break them down into basic molecules, and then re-arranged them back into physical objects, like water, oxygen, weapons, simpler droids, foodstuffs, or components like electronics.


We're not a medical corporation, but I have friends in the Church of Ashira and can arrange for Eldorai healers to help with medical relief. They have strong healing powers and are very dedicated. I will make sure they can work with outsiders and Jedi. If there's other ways we can help, let me know. All our services devoted to the reconstruction effort will receive a 25% discount.

Some construction firms are already in operation, but relatively few very large ones. I leave it to you to coordinate with them and be responsive to their needs for raw materials. The last thing we need is several million tons of durasteel sitting around in the wrong place at the wrong time. That said, your transport ships are absolutely ideal for this task. Coruscant has quite a few landing sites that can fit one-kilometre bulk freighters.

Thank you for your help in this endeavor. I'm willing to pay the operating expenses, shipping costs, and crew payrolls for shipments of raw materials requested by construction firms. Once supply chains are more firmly established and construction ramps up in a stable way, I'll be purchasing raw materials myself and contracting their transport through you and other shippers.

That's a generous offer, and I'll take you up on it, no question about it. Omega Pyre is needed for all the reasons you listed. Your prefabricated buildings alone will make a serious difference.

Apart from GA forces, you'll want to coordinate with some other outfits that are running security for certain operations on the surface. Aurora Industries and the Directorate have set up shop in the Works, and I've agreed to fund their droid security patrols and so forth. House Thul from Alderaan also has troops on the ground. By all accounts they're quite good ones, but their operation is much smaller than Omega Pyre. I've contracted them for some shipment security missions and training some local security forces. Working around House Thul shouldn't be too hard. I don't know much about the Directorate, though, so I'll leave that in your hands.

Solan knew nothing about the letter, nor about the plans of [member="Taeli Raaf"] in helping to rebuild Coruscant. He was there to pay a visit to a community that he had not seen in years, not since Yusan had been Vice Chancellor and Solan had been his shadow, the one that operated where the Yusan couldn't. He smiled as he was sitting down next to two people he had not seen in years, looking at them with a small smile and his hand resting in his lap while they talked to him. To anyone else, he and his shadow legionnaires were dressed up as the people from this sector, its run down area and the world they had been reduced to. Luckily they had been spared heavy harm... not that the fighting on the planet so many times over had helped.

He smiled as his men worked, careful to not draw too much attention by employing state of the art tech, and instead used what they could find themselves. He wanted his involvement to stay as it were, he had no interest in being found on the planet that was now occupied by the Jedi order, and he had not interest in even being seen there. To him these people were like a family back during the years he had operated as Void. He cared about them and he wished that they hadn't suffered as they had. Dead were already burned and given their funerals, kids and adults he both knew and he did what he could to lessen the pain of those around him by drawing it into himself.

His smile remained though for the reason that a good number had survived, that they were still around and that not everyone had been stolen from this world. He wished he could do more for these people without arousing suspicion, but he would not chance it with those Jedi on the planet now.

I haven't forgotten how you helped me after my aunt's death on Dromund Kaas. I was grateful then, and I'm grateful now.

I've already contracted with Omega Pyre and some smaller outfits for security and local force training. Your assistance with shipping would be most welcome -- the Liorre-class is impressive and then some. It's your last two offers, though, that really fit some unfilled niches. The Guild of Hammers replicators are exactly what we need. Silk's solid fuel/ration converters are already on the ground, and they can provide basic nutrition and fuel supplies, but the ARGH gear is vastly more versatile. My people tell me that your replicators can drastically extend life expectancy for any number of other pieces of machinery by fabricating replacement parts on demand. I'd be happy to purchase as many of them as you can give me, and hire expert Firemane personnel to operate them.

The other offer, the Church of Ashira, is in line with what I was hoping to attract with my letter. Some Jedi and I -- and the Ankarres Sapphire, if you remember it -- cleansed the Force nexus at the old Jedi Temple site. The Force should be more helpful for your Eldorai associates and organizations like the Ithorian priests or the Circle of Healers. I would be more than happy to fund transportation and living costs for the Eldorai healers, and make a substantial donation to the Church of Ashira.

The news would stream across her holographic screen, painting the visage of the Queen of Trade in hues of cobalt, canary, and magenta. The Galactic Alliance had liberated the Jewel of the Core Worlds from the One Sith.

"Well I'll be..." the woman would murmur, plucking the thin cigarillo from her lips. A stream of smoke flew up as she blew out, mentally considering the ramifications and the consequences of such a galactic event. Humanitarian aid had always been at the forefront of what Arceneau Trade donated the bulk of its charity funds into.

The Eve Foundation would likely take the bulk of offering what aid it could give. However, Danger knew that because Arceneau Trade Stations and various fuel ports were within the Coruscant sector, it would make it easier for establishing a center of contact.

I was about to get straight to business, but then I realized how entertaining this moment is, in a certain light. I remember a couple of years ago when the Republic was raging about corporations controlling everything. Several of the companies I'm linked with got caught up in that, and you were the Senate's favourite target for a while. And now look at us, doing everything they couldn't -- doing more lasting, substantive humanitarian work than they've ever done. Brings a smile to my face.

Your offer is pretty much perfect. I've already contracted with Omega Pyre to handle the bulk of my security needs, so use them as you see fit, on my decicred. For shipping, I've spoken with Star Tours and Firemane, but based on the sheer volume of raw materials and relief supplies we need -- not to mention people -- Haven's help would be ideal. Silk has provided kolto and some bacta, but that only represents a fraction of a trillion-soul planet's need for medical supplies. Your PharmaTech offer fits the bill nicely. The same goes for fuel; if you could see your way to extending that fuel discount to the corporations I've mentioned, for purposes of Coruscant relief, I'd be grateful. If that's not feasible, I'd happily cover the difference.

After the description Taking Off on a Star Tour made of the localization of the damage, and confirmed by Ugohr, Westport made sense, especially since the most damage was wrought in the Financial District. It could accommodate a kilometer-long bulk freighter and the Exodus, as well as the Terminus, both Exodus-class ships now under Star Tours' possession, and delivered perhaps a little belatedly. But it was precisely for stuff of that sort that Star Tours wanted the Exoduses. Westport will see one Exodus land every three days, and spend three days landed in Westport before departing again. After all, Westport is close to where the material damage has been the greatest, especially since most of the damage was dealt by the One Sith when Directive 12 was enacted. Also, at the risk of infuriating the First Order, there would also be a Rasta Sub in the game, ferrying bacta and duracrete from Verkuyl. For now the plan would be: the Exodus flying between durasteel, alusteel, transparisteel from Ringo Vinda to Coruscant, the Terminus flying from JanFathal carrying mostly duracrete and its durasteel reinforcement rods, with a few electric and electronic components mixed in and, finally the Rasta Sub from Verkuyl, carrying bacta tanks and duracrete, too, with a little bit of damotite for sanitation. For that part of the business, she will pilot the first Rasta Sub flight from Verkuyl to Coruscant.

"Now, Merrily, time to leave Hoth behind and go to Verkuyl where the time to rebuild Coruscant has come"
