Only the Faction Leader can start a dominion, or I assume a member given express permission can do so.

I might consider joining or even initiating a dominion. I'm currently working on building up resources in order to assist in such efforts.
In fact, there's one planet in particular that holds an interest to me, and it's within two hexes of the outer edge of our territory. Here's a hint: one of the objectives is to retrieve this ship. If you understand anything about the person that ship used to belong to, you might know what planet I'm talking about.
