Question creating a new planet/ capital hex

could a very large space station fit into this category? like say i wanted to make the Main base of operations for a faction a station within a system would I need to make the station its own location in lore or as a planet or would the planet be considered the capital even if the stations the HQ?

This has been done before, however the space station was placed in an empty hex. Considering the faction needs to be major before determining a capital hex, as long as the faction is minor it’s also a moot issue.

The rest could be addressed at said time the faction applied and was approved for major faction status.
