Also, you should not be doing the absolute minimum. You should be writing as many posts as are needed. And the emphasis is on quality. Ten posts that are two sentences long won't cut it.

This is actually very similar to asking how long a school paper should be. When given the minimum, do not shoot for that. Shoot to exceed it. Shoot to wow the judge. The Dev Thread is where you convince the reviewer that you know what you're doing and you deserve this creation.

and well to add to [member="Asemir Lor'kora"] don't have the sole intention to be just making the items. That is how you end up stretching sometimes and get lazy. Have it he a story, something happening and this is the reason your doing this or that. A good example is [member="Ashin Varanin"] for the Fringe would turn a 100+ post dominion into a dev thread for this or that sometimes for a part of a whole. The twin stealth ships the fringe have were made through a handful of dominions, threads and event rewards and all had story over just trying to get x amount of posts.

It's also worth noting that if you go that route they need to be relevant -- and you need to be very specific when you submit them, in regards to what you acquired/developed and why.
