Both the Codex and the Factory utilize what we refer to as "Development threads" where players would create a role-play with the "DEV THREAD" prefix to annotate that it's a thread solely for the purpose of developing what they needed for what they submitted to the Factory/Codex.
This prefix has been removed, by vote from the SWRP Staff Team.
A new rule has found it's way into the Factory General Rules (Codex will follow the Factory General Rules for now, but we're working on their own standardized version).
11. Development threads can be prefixed as Private, Public, Faction, or Dominion, Skirmish, Campaign, Duel or Invasion.*
*For Flagship development rules, please see the Flagship template.

They have their own prefix because they're super duper special, and the whole thread will only count towards the Flagship.
What about previously existing Development Threads that utilized the Dev Thread prefix?
They're to be considered "Private" threads.

HOW IT WORKS
Want a private dev thread?
Create a private thread, finish it, and link to it in your submission.
Want a Faction-only thread?
Create a Faction thread, join up with your Faction buddies and knock it out, then link it.
Want a Public thread?
Create a public thread so anyone can join your merry-go-round, go nuts and get invaded by people you don't like to role-play with, and then link it.
What about Flagships? They have their own prefix because they're super duper special, and the whole thread will only count towards the Flagship.
