It's pretty clear where the line is; no explicit use, no usage by minors etc.
Err on the side of caution where you're unsure, but don't shy away from it totally.

I would suggest avoid developing new variants but instead work with what is already in play.

Keep it more "I don't want to buy any deathsticks" and "I want to go home and rethink my life" rather then "You wanna buy some deathsticks?"
Saying that Star Wars has always managed to hide the evils behind the veil of everything else. The Dark Times comic series was a prime example...I will never look at alien species the same after that.

I wouldn't honestly be too worried about submitting drugs to the factory (We created a new consumables template with not just food and pharmaceuticals, but toxins, etc in mind as well, after all.)
As for the usage? Just be tactful. It's one thing to elude to the usage, give a generalization, 'character x was having difficulty accessing the terminal due to his recent high on drug x' but not something graphic or overwhelmingly descriptive.

I would disagree. I've developed several variants of spice and real world drugs and it's not been a problem. As [member="Jamie Pyne"] stated, it's not a big deal.
