The Echo Communications Suite is simply the name of a bundled suite of military vessel communication modules and equipment, which is then applied to First Order military vessels. Each item has been developed by, and manufactured by, the combined efforts of First Order and Chiss technicians, and boasts some technological improvements on certain components due to Chiss ingenuity - such as resizing for more effective vessel integration, mildly more effective system processing, infrared spectrum incorporation, etc.

All in all, standard military-grade systems bundled into a collaborated First Order and Chiss engineering effort, to create a suite manufactured for use with First Order military vessels that offers ease of ship technical listing information. However, this system requires adequate power and space, and is unavailable to anything less than a Corvette-class First Order vessel.
