Ending skirmishes

My question is twofold: due to a few rather major OOC mistakes I made through my alt, the resulting skirmish thread has virtually ground to a halt. Here are my questions:

1. What is the procedure to end a skirmish?
2. Storyline-wise, posting has ceased before it has reached the point where a decision could be made based on its outcome. How then to proceed in future RPs who, storyline-wise, depended on the outcome of that particular RP?
