This Weapon was originally designed by Sonn-Blas as an option for First Order Special Forces, being a modern take on the DC-19 Stealth Carbine with its two best features rolled into one. The deal fell through due to the enormous expense of creating the specialized parts and gas that allows the weapon to work as well as The Resistance stealing the design via sending an agent to seduce a high ranking executive, who was later executed in an infamously painful manner that became a horror story amongst resistance operatives for years afterward. The design is sold in limited amounts to teams of assassins, all production illegal for the most part, but carries a very high possibility its victim will literally never see--or hear--it coming.
