[Faction Feedback] Moff System

Hey everyone,

This’ll be the first of our Faction Feedback threads. In this one, we’re going to look at a replacement for the ill-fated Will system. The goal here is for all of us to work together, and come up with a new governing system that better fulfils what you guys want, and will spur more activity with political characters. So we're going to look at a few different aspects:

Hierarchy:

So how are we going to structure the government? And what ranks will it consist? I propose that it consist of three ranks, and be structed as:

Grand Moff
  • The Head of Government.
  • Have a seat on The Dark Council.
  • Leader of The Moff Council.
High Moff
  • Each High Moff is tasked with governing a different sector of the One Sith, alongside their own planet.
  • The Moff Council will comprise of the eight (8) - ten (10) High Moff’s, and answer directly to the Grand Moff.
Moff
  • Each Moff will serve as the governor of an individual planet.
  • Will answer to the High Moff of their sector.
  • NFU Only.
Overseer
  • Works alongside Moff's, ruling the planet.
  • Will answer to the High Moff of their sector.
  • FU Only
Sectors:

The territory of The One Sith will be divided into eight (8) - ten (10) different sectors.

Original Idea:
Grand Moff
  • The Head of Government.
  • Have a seat on The Dark Council.
  • Leader of The Moff Council.
High Moff
  • Each High Moff is tasked with governing a different sector of the One Sith, alongside their own planet.
  • The Moff Council will comprise of the eight High Moff’s, and answer directly to the Grand Moff.
Moff
  • Each Moff will serve as the governor of an individual planet.
  • Will answer to the High Moff of their sector.
Sectors:

Similar to the previous Voice of the Dark Lord positions, the One Sith empire will be divided into multiple sectors. Right now, the idea is to have eight different sectors, each led by a High Moff.

NFU, FU, or Both?

Now, here’s where we get to the tricky part. I’ve had members make the argument that it should be NFU only. While others have said they want it to be open to anyone. So what do you guys think? Should we make it for NFU’s only, open to everyone, or have some hybrid system where Moff’s may only be NFU’s, but FU’s can still “rule” planets, where Moff’s serve as their representatives in government?

It's a bit brief, but this post isn't intended to be the final product. I want this to be a starting off point, where we can build off it, or completely scrap it and try something different, if you guys want. The point is, I want all of us to come together and work out a system we're all happy with. So let's get this discussion started.

What do you guys want out of the Moff system?
 
I would personally suggest to keep rank systems generally short and simple, otherwise it gets really dilluted. In this specific aspect I'd suggest abolishing the Moff rank for PCs. A drawback to that is that it would look like that High Moffs can't be removed from their positions. So to counter that drawback, in my opinion, dividing the territory into more sectors. Not twenty but an idea above eight perhaps.

My main argument is that there are not enough political characters, in what I have observed, to get involved into more complex sturctures.

Again, this is my view on this and I do not force it upon anyone.

I'm going to agree with [member="Einarr Warscream"] and say that the smaller and less complex the ranking system is - the better off it will be. I also feel that the system you've set up already is as good as its is going to get. However, as previously stated - the main issue is the (apparent) lack of political characters (I lack any sort of statistics so i may be wrong), and in that case Einarr's solution seems as though it would be best.

In terms of NFU vs FU Moff's however - it would depend on the current OS leaders and their viewpoints. In my own personal opinion it should be NFU's - one would imagine that governing a planet (or even many planets in the case of Sectors) would be an extremely arduous task and leave little time for any sort of Force-training, meditation or any other activities a Sith might have as their usual schedule - plus it would be a good motive to have Moffs place 100% of their 'focus' on their Sectors/Duties rather than anything else.

It also eliminates the possibility of any FU-related dissent/rebellion that has the chance to grow and sprout (as I assume that Moffs would have a lot of power, and any rebellious FU's could use this to their advantage). So it'd create a political edge/safeguard in that sense.

Lastly I feel that it would create more colorful roleplay and interactions - the NFU reality of dealing with the rest of the galaxy and the overbearing strains and functions of government (more realistic/political problems) while also consorting and negotiating with Sith leaders and their various methods/mottos/codes and teachings.

^ That's good feedback there and I agree with everything being said.

As the former Will of Byss, this character fell inactive when the Wills failed to live up to the hype created for them. I'd be interested in getting involved in a governmental system within OS again, as I did enjoy that aspect with this character.

Less is more. Keep it simple and expand as interest and demand grows.
 
Grand Admiral, First Order Central Command
The only recommendation I might add is potentially not having a single senior position.

So you have a Moff for each planet and a Grand Moff for each sector, and then the Grand Moff's make up a High Council or something and answer to the grand council. You could feasibly have elections and the like for certian council positions (Speaker, Minister of War, Minister of Trade, etc.) Basically your civil/secular counterparts to the Dark Council.

So where the Dark Council is mystic and secretive and wield absolute authority, the Moff Council is your civil administration, managing the affairs of state on a more regional level. In 40k terms, this is your sector government compared to the High Lords of Terra. In US government, this is like, the Senate where the Dark Council is the President (a poor comparison, but whatever).

All you need then is room for feuding between Moffs and internecine political disputes involving Dark Council and Moff Council members with alliances forming and dissolving on both sides and ohgodthegloriouschaos.

On the subject of just being NFU Moffs:

Yes and no. Yes, I think that FUs should be able to govern planets of their own. There are many planets in our territory, and we Sithies like to sometimes have our own planets to hatch our schemes from. However, I don't think they should be Moffs. That title should be reserved for NFUs alone. Maybe something like Planetary Overseer of something along those lines.
 
I think it could work like how the Republic Senate worked in the movies and the in the Clone Wars television show.

A planet within the Empire can have its own Sith King/Queen/What have you while also retaining an Imperial Governor who is a Moff and part of the Moff Council, acting as that planet's representative within the Empire while the Sith monarch rules it.

Like how Naboo had a monarch and a senator at the same time.
 
Meh. You're adding more fancy titles, which was something that was trying to be taken away from.

If more political people that can fit these roles come in, sure
otherwise, if it ain't broke, don't fix it.

Or just read above. Pretty sure that's what a lot of people said. Or three. Meh.
