So if I wanted to create say, an Imperial Remnant character, would I be able to give them any rank I choose, or would I start at the bottom like a force-user?

A faction's personal rank system isn't enforced by the site rules, so it would be the best to ask the faction's staff about it in their respective sub-forums.

[member="Rookskarro"] if you was to join the ir then pick a rank or you can start at the bottom and build up as you develop. We are mainly about the story.

[member="Liliane Lancaster"] is quite correct here. Non-Force ranks are not regulated. It is up to the faction to assign these as they wish. They might let you start as an Admiral, or they might want you to start as a Lieutenant or other lower rank.
