As the galaxy teeters on the edge of chaos, the Galactic Alliance stands as a beacon of hope and stability in a war-torn galaxy. But even beacons must be shielded from the storm. In a time when our hyperspace lanes — the vital arteries of trade, supply, and communication — face increasing threats from hostile forces, piracy, and subterfuge, the need for decisive action has never been more critical.

The Senate convenes today to deliberate the Improved Hyperspace Security Act (IHSA), a proposal aimed at fortifying the Alliance's hyperspace infrastructure. With adversaries like the Neo-Crusaders and the Sith Order encircling our borders and privateers exploiting vulnerabilities in our supply chains, this bill seeks to enhance our defensive measures, ensuring the safe passage of resources, reinforcements, and humanitarian aid across the galaxy.

Key points of the proposal include advanced surveillance systems to monitor hyperspace activity, an increased military presence to counter incursions, and strategic collaboration with private shipping companies to strengthen and diversify our trade routes. Or is there perhaps more to it?

Senator Dod had been anticipating the Chancellor's summons to the Fondor Canton for quite some time now as the last senate session had ended with a recess on the proposal from John Locke on the Hypergates.

He had taken the time to compile the necessary data and gather statistics from numerous sources, albeit with a bias that favored his stance on the issue in order to convince the anti-corporate members of the Federal Assembly that this bill was to safeguard the Alliance from external enemies and internal saboteurs.

The primary motivation behind the bill's passage was not the welfare of the average citizen; rather, it was to enhance the Federation's influence within the economic framework of the Alliance. By collaborating with the Alliance Merchant Fleet, the Federation could impose higher fees for hyperspace access on less technologically advanced species inhabiting their territory.

With this objective in mind, the Neimoidian navigated the corridors of the Military Canton on Fondor, occasionally checking the datapad within hand, while two Trade Federation Envoys trailed behind him to provide advice during the session that demanded a more soft approach if they were to fight off scrutiny.

" Senators of the Alliance, and Junior Representatives. " Dod said in a respectful tone before continuing.

" I do not have to remind anyone here that the Galactic Alliance is facing its worst crisis since the fallout of the Kuati Coup by the New Imperials and the Second Great Hyperspace War. We are currently engaged in a war of total annihilation with the Dark Empire and the Sith Order on multiple planetary fronts, which is not only affecting interplanetary trade but also the delivery of humanitarian aide to systems such as Keshi. " Monaray explained with a resolute tone and emphasized his points through expansive hand gestures.

Deliberately highlighting the gravity of the crisis by referencing both the Second Hyperspace War and the Kuati Coup, as well as the recent incursions by the Mandalorian Neo-Crusaders.

"In order to fulfill one of the many obligations of this government to the people, we must ensure that the Hyperspace Lanes are protected from our enemies through comprehensive and common-sense strategies, which I have outlined in my proposal to this assembly. I yield the floor for comments." He finished.

Kha'la sat poised within the grand Senate chamber, her emerald-green gaze sweeping the room as she took in the various figures preparing to speak. Dressed in the regal yet understated attire befitting her station, the Queen Mother exuded a calm confidence, her posture perfect and her expression composed. She was here to observe, her mind already racing as the opening remarks began.

The Neimoidian senator, Monaray Dod Monaray Dod had spoken eloquently — his references to the Galactic Alliance's past crises and the current chaos of war underscored the urgency of the Improved Hyperspace Security Act. Kha'la listened attentively, her fingers lightly tracing the ornate armrest of her seat. The inclusion of private shipping companies and the proposal's focus on enhanced surveillance resonated with her, as securing hyperspace lanes was vital not only to the Alliance but also to the Hapes Consortium's trade and security.

Hapes was quite close to Mandalorian borders, after all. But Hapes was also strong.

As the next speaker took the floor, Kha'la leaned slightly forward, her chin resting lightly on her steepled fingers. She intended to listen carefully to the debates that would follow. Points raised by the other senators, particularly those who might oppose or seek amendments to the proposal, would help inform her own stance.

Though her words were reserved for now, her presence was a statement in itself.

Dominic Calis rose from the platform designated for the Chandrilan delegation, his posture upright and commanding as he prepared to address the Galactic Senate. His uniform was immaculate, the insignia of the Galactic Alliance Defence Force Navy prominently displayed, underscoring his role and authority. As the platform floated toward the center of the vast, circular chamber, all eyes turned to the young officer who was an unusual presence in this political arena.

"Ladies and Gentlemen of the Senate, esteemed representatives of the Galactic Alliance," Dominic began, his voice resonating with a firm, clear tone that carried across the chamber. "I am Lieutenant Dominic Calis, of the Galactic Alliance Defence Force Navy. Today, I stand before you not only as a defender of our galaxy but as the voice of Senator Alaric Bessan of Chandrila, who unfortunately has been taken ill and could not be present."

He paused, allowing the significance of his role as proxy to sink in among the audience, aware of the weight of the responsibility now resting on his shoulders.

"Senator Bessan has been a staunch advocate for the security of our hyperspace lanes, recognizing them as the lifelines that sustain our Alliance—channels through which flow not only commerce and communication but also hope and humanitarian aid. It is in this spirit that I speak to you today, fully endorsing Senator Dod's Improved Hyperspace Security Act, a bill that promises not only to safeguard these vital pathways but to fortify them against the threats that seek to undermine our stability and prosperity. Though I cannot speak for the Navy at large, I am sure that many within have waited a long time for such measures."

Dominic's gaze swept across the room, making deliberate eye contact with several key senators, engaging them directly as he laid out the strategic imperatives of the IHSA.

"The bill before us proposes enhanced surveillance, increased military presence, and strategic collaboration with private shipping companies. These measures are not merely preventive but essential responses to the aggressive postures of the Neo-Crusaders, the insidious maneuvers of the Sith Order, and the rampant piracy that plagues our borders."

He shifted slightly, his tone intensifying as he delved into the technical and tactical aspects that supported his stance. "As a member of our fine Navy, I have witnessed firsthand the consequences of inadequately secured hyperspace routes—lost ships, lost lives, and lost opportunities. The proposed surveillance enhancements and the deployment of additional naval assets are critical. They will provide us with the necessary early detection systems and rapid response capabilities to deter any threats before they can escalate."

Dominic's platform subtly moved, positioning him to address a different segment of the assembly, his argument building in momentum.

"Furthermore, our collaboration with the private sector will not only diversify our logistical capabilities but also strengthen our economic resilience. By integrating the expertise and resources of private shipping firms, we can create a more robust and flexible supply chain, capable of withstanding the pressures of war and disruption."

As he concluded, Dominic's expression conveyed the seriousness of the challenges ahead, yet also a resolute confidence in their collective ability to overcome them.

"In times of war, the character of our Alliance is tested. Today, we have an opportunity to demonstrate our resolve, to act decisively in defense of our people and our principles. I urge you all to support the Improved Hyperspace Security Act, for the security of our present and the promise of our future."

With that, Dominic gave a respectful nod, his platform slowly retreating back to the Chandrilan delegation.

"I want it to be known that I don't mindlessly oppose the stance of the Trade Federation, should any still have such lingering sentiments," Yumia chimed in. "Hyperlanes are the lifeline of our Alliance, with hundreds of our systems relying on their continued operation for survival. Begrudgingly, I must commend senator Dod for the composition of this bill..."

Even if they now had decreased interest in the Dark Empire. Their decision to ban trade with external corporations had changed the stance of the Trade Federation drastically. Still, she knew there had to be another angle to this.

"Let's be clear, surveillance of our hyperlanes must be rigorous and extensive," she continued. "If shipments of our resources are intercepted by miscreant benefactors, the loss is felt first and foremost by our citizens. We can defend our planetary boarders with great effectiveness..." she paused to let that point linger for a moment, emphasis so that it was clear they'd want this security to keep to the hyperlanes, "...but the lanes of traffic that lead to the heart of our civilization have wilted. With the Dark Empire seated comfortably in the Core, we cannot allow such a risk. The solution outlined is pragmatic, should it be in proper collaboration with our vast intelligence network. This is the path to preventing battles before they happen, if not at the very least keeping food on the tables of millions of sentient beings."

It was too valuable to pass up. Biting the food offered by the devil. Yumia had to trust that the SIA could keep any meddling the Trade Federation was searching for on the back end in check.

"Ord Providence stands in support of the Improved Hyperspace Security Act," she concluded. "No further statement."

“The situation arose from a clear error with the algorithm. . .” Damian suddenly spoke out loud, his eyes blinking several times. Caught off guard, the young du Couteau heir realized in his stunned silence that he had fallen asleep at his desk. He quietly groaned with both hands rubbing his tiredness from his face, it was lucky that he had cancelled his afternoon meetings. Rather than the embarrassment of anyone knocking on his door and finding the Tetan fast asleep on a pile of uncomfortable data-slates.

Damian, finally getting over his embarrassment, stood up and checked his calendar as he quickly realized there was a Senate session about to begin. He eyed the cup near the corner of his desk, feeling the slight warmth of the cup with his hand; Damian silently thanked his dutiful chief of staff and drank the much needed caffeine. The flow of caffeine gave him a new sense of false energy and he headed out. Unfortunately there was little he could do about the dark rings around his eyes but better to appear tired than late in his book.

Though I will have a word with Luis if he stepped into my office to serve me caf and not waking me up. Damian stashed the thought quickly as he found himself back in his Senatorial pod, his eyes glaring with disdain towards the cushions provided in the pod. Finding himself uncomfortably situated, Damian began to refresh himself with the briefing of the legislation, one that had been the cause of his sleepless nights of overworking.

Ah. While the idea of reinforcing supply lines, restructuring proper escorts for high-risk zones and readjusting security parameters was all well and good; Damian could only sigh with the amount of actual construction all this effort would take for the Alliance. He flipped his attention back and forth with those speaking and his data-slate writing a few notes down for later.

“The sentiments echoed today are reciprocated by all present, myself included.” Damian began as he stood up and looked over towards both Senator Dod and Lieutenant Calis. “-While you will find no objection from me in terms of strengthening our trade lanes. I must ask if there are reports available to showcase how the Navy will be deployed to keep our trade lanes safe? No doubt there will be increased demand for refueling stations and shipyards to provide repairs and replacements for all Naval vessels in use to protect our shipping lanes.”

“While I agree with the saying ‘We can’t put a price on safety’, we do unfortunately need to place a credit amount on Alliance billings.” Damian added, his annoyance for the cushions unfortunately seeping into his voice. “While I am not asking for a comprehensive plan to be laid out immediately, I simply wish to know that such concerns towards logistics and construction have been weighed in the calculus.” He could already feel the weight of the data-slates crushing his desk in the Ministry’s Office of Commerce.

 






SENATE BUILDING


Watching the Senators debate the Hyperspace bill, Judah arced an eyebrow at a few points. This seemed, to him, an extremely expensive venture. Where would the credits come from? Taxes levied on citizens already strained from the wars already fought? Taxes on business? Tariffs? Opening of planets to harvest for resources and sell to fund the venture? It was unclear to him and that was a concern. A military couldn't survive on the mere passage of bills alone.

The Alliance couldn't even kick the weakened Dark Empire out of their center, how would they patrol endless hyperlanes?

Yet these were personal thoughts. Personal concerns. Judah was here as a Representative for the Corporate Interest Guild. Normally Miss Chi Chuchi Chi Chuchi was their go-to between the Senate but he wanted to come and see for himself the inner workings of bill passage. Plus to ask questions that would affect anyone in C.I.G. or corporate powers in general.

Questions he had.

Adjusting his navy suit jacket, Judah stood up and approached the podium from the spot the representatives were allowed to congregate in.


"How often will private shipping companies by stopped with this new hyperlane security venture? Time is credits and a stoppage of business could be detrimental for smaller companies. Beyond credits though, what is stopping the powers of the Galactic Alliance to commandeer private shipping companies for military use? What are the guardrails for overreach on private citizens and private business?"

The Neimoidian had braced himself for an long fight with the Federal Assembly regarding the importance of enacting this legislation, fully aware that certain members of the body harbored unfavorable views of the Trade Federation, and it was those senators that Monaray needed to reach out to with promises of favors and corporate backing for their own projects.

It would seem such bribery or 'gifts of compassion' were unnecessary given that the proposal received a favorable reception from a slight majority of the Senate such as Representative Dominic Calis Dominic Calis . This outcome was entirely unexpected, particularly as even staunch critics like Senator Valette Puritis Yumia Valette Puritis Yumia seemed to begrudgingly acknowledge the merit of the plan, despite their previous presumed resolve to obstruct any plans the Federation sought to implement within Alliance Space.

"It brings us much joy to see that common-sense still exist within the halls of the Federal Assembly, and we appreciate the support from the Delegation of Ord Providence" He paused to offer a slight smile while looking in Valette Puritis Yumia Valette Puritis Yumia 's direction, before continuing.
"and Chandrila on the passage of this necessary legislation to protect the hyperspace lanes from our many enemies." Dod concluded his remarks with a respectful bow to each individual, acknowledging their contributions to the Galactic Alliance and their role in enhancing the Federation's financial resources.

The question posed by Senator Damian du Couteau Damian du Couteau did not escape the attention of the Neimoidian, who drew upon his vast expertise in commerce and trade to respond, connecting the datapad to the holographic projector situated within the pod.


"An excellent question, Senator du Couteau. The Finance & Commerce Committee have suggested that the Alliance Navy focus on the construction of starfighter-based sentry posts placed at strategic areas of our hyperspace routes for rapid response to piracy efforts, which would lower the financial cost of constructing fueling stations and naval shipyards to maintain them. Although to ensure that we have the available funds, we will request a loan from the InterGalactic Banking Clan to cover any lingering costs" Dod said with a finger on the pad.

Pointing towards the report by the Senate Commission which outlined a way to save cost by employing the use of starfighters and bombers against pirate threats instead of a full-scale redeployment of naval vessels needed to combat the Sith Empire and the Dark Empire.

The Corporate Guild's representative Judah Dashiell Judah Dashiell had his own concerns about the proposal, which caused Senator Dod to grimace for a moment as this legislation was about the influence of the Trade Federation growing not other companies. He was counting on the fact that commerce would slow to a standstill and that there were no safe rails to prevent abuses of power.

"I understand the concerns from the Corporate Interests Guild on the matter of this legislation, and will answer your questions with as much information as is needed to regain your confidence." Monaray replied with a outreached hand, before carrying on.


"The Alliance Government will be putting forward that private shipping companies will be stopped at least once while entering into a system from hyperspace for inspection of cargo. But this will apply to each planet that the transport enters into, incase additional cargo was added while on the previous planet which was not accounted for during the first inspection." He explained by latching the idea to the Alliance Government has a whole and not the Cato Neimoidia delegation itself in order to prevent any fallout within the Federation's membership within the Guild.

"To prevent abuse from occurring, we will establish an Alliance Hyperspace and Transport Authority within the Finance & Commerce Committee to take charge of enforcement of this legislation and for collaboration with the shipping companies within the first place, individual companies will have a chance to request a non-military designation which will prevent the Alliance Navy from integrating them into the Alliance Military structure during war time." He finished with full confidence.

He knew that the Senate never just agreed on anything like this, so he wanted to give something for those who wouldn't want the corporates to attain a complete victory on the floor.

His ambition demanded as much.

"Ladies and Gentlemen of the Senate, esteemed representatives of the Galactic Alliance," Dominic began anew, his voice steady and imbued with a sense of duty and urgency. "I am grateful for the insights shared by the senators and my fellow representatives, particularly regarding the complexities and implications of the Improved Hyperspace Security Act. It is clear that while we share a common goal of protecting our hyperspace lanes, we must also safeguard the interests and operations of private entities that play a crucial role in our economy."

He paused, gathering his thoughts before continuing. "I commend Senator Dod's proposal to establish the Alliance Hyperspace and Transport Authority under the Finance & Commerce Committee. However, to ensure the utmost integrity and effectiveness of this new body, I propose an additional amendment to the bill."

Dominic's tone conveyed the seriousness of his proposal. "It is imperative that the Finance & Commerce Committee maintain complete transparency with the Galactic Alliance Defence Force Navy regarding the operations and enforcement of the non-military designation. This transparency will be critical in preventing any misuse or misinterpretation of the designation, ensuring that it serves its intended purpose without compromising our military strategies or operational security."

He allowed a moment for his words to resonate throughout the chamber, his gaze firm and resolute. "To operationalize this transparency, I propose that we establish a formal reporting mechanism. This mechanism would require the Finance & Commerce Committee to submit regular reports to the GADF Navy, detailing all inspections and designations. Furthermore, any changes to the criteria or processes related to the non-military designation must be promptly communicated and reviewed in collaboration with military advisors."

Dominic's platform shifted slightly, emphasizing his engagement with the entire assembly. "This amendment is not merely bureaucratic—it is a safeguard, ensuring that our efforts to secure our hyperspace lanes do not inadvertently compromise them. It strengthens our collective oversight and reinforces our commitment to security and efficiency."

Concluding his speech, Dominic added, "In times of war, clarity and unity in our actions are paramount. This amendment will provide both, enhancing our security framework while respecting the vital contributions of our private sector partners. I urge my fellow representatives to support this amendment, for it is through such meticulous attention to detail that we will achieve our shared objectives."

With a respectful nod to his colleagues, Dominic's platform began its retreat back to the Chandrilan delegation, his posture as composed and commanding as ever. His proposal aimed to forge a crucial link between military and civilian sectors, ensuring a cooperative and transparent approach to hyperspace security.

Damian listened to the response, his hand steadily writing down several key notes of interest. In particular the idea of outsourcing potential costs to outside investors. Nothing that the young du Couteau heir found odd, nor unreasonable, but allowing only a single creditor to hold debt of the Alliance wouldn’t sit well optically. Damian of course had no obligation to help soften the image to the public, but he also couldn’t bring up an objection to help provide a different angle. Regardless of any potential changes, there was only ever going to be economic upside, the question was always who would be left at the bottom.

I’m sure another Senator will bring a similar point up. He instead continued to fidget on the cushion in his Senatorial pod, it was getting quite obscene that these never seem to improve with every new change of furnishing. Damian assumed that this discussion probably wouldn’t last for too long, Senator Dod has already gained quite the momentum and with Lieutenant Calis providing the firm and confident military voice. Well, I don’t see how any one detractor could possibly derail the conversation into something negative about the legislation.

Though it wasn’t entirely out of the realm of possibility that the bill could be struck down. Anything could happen after all. It’s not like there hadn’t been attempted assassination attempts during a Senate discussion.

"First, I want to express my agreement with the proposed use of starfighters and rapid-response posts. These measures not only provide a cost-effective solution but also allow for a nimble and efficient response to threats along our hyperspace lanes. It's a strategic approach that aligns with the needs of our current conflicts without overburdening our naval infrastructure."

Kha'la's eyes narrowed slightly as she shifted her focus toward Monaray Dod, her tone becoming more pointed.

"However, I must question the necessity of securing a loan from the InterGalactic Banking Clan. While I recognize the financial challenges involved in implementing a proposal of this scale, I find it curious — and not entirely surprising — that Senator Dod and his delegation have chosen this path. One can't help but wonder what benefits the Trade Federation or its associates stand to gain from such an arrangement."

Her gaze swept across the chamber, addressing the wider assembly.

"Are we truly in a position where a loan of this nature is essential? Have all other avenues for funding been thoroughly explored? The people we represent are already burdened by the costs of war, and I hesitate to support any measure that might deepen our dependencies on financial institutions with vested interests."

Kha'la folded her hands in front of her, her tone steady but resolute.

"I am not opposing the spirit of this bill — far from it. The security of our hyperspace lanes is paramount. But I urge my fellow Senators to consider whether the proposed funding mechanisms are not only practical but also in the best interests of the Alliance as a whole."

She gave a respectful nod toward Monaray Dod, acknowledging his contributions while making it clear she expected answers. With that, Kha'la's platform slowly began its retreat, her expression calm but firm as she awaited a response.

The rationale behind opting for this loan, as I understand it, includes the need for immediate funding to rapidly implement these security measures, which are crucial given the current threats facing our hyperspace lanes."

Dominic shifted his focus to the broader implications of the funding. "The loan from the InterGalactic Banking Clan offers favorable terms that allow us to deploy these critical defenses without immediate strain on the Alliance's current fiscal resources, which are already extended in various other critical areas of defense and development."

He then addressed the concerns about potential conflicts of interest and financial oversight. "To address these legitimate concerns about oversight and the appropriate use of funds, I have proposed an amendment for a more stringent military oversight mechanism. This amendment will ensure that the Finance & Commerce Committee remains completely transparent with the Galactic Alliance Defence Force Navy regarding the expenditure and deployment of the resources funded by this loan."

Dominic's expression was earnest as he elaborated on the benefits of his amendment. "This military oversight will not only safeguard against misuse or misallocation of the funds but will also ensure that the enhancements to our hyperspace security are implemented efficiently and effectively. It will provide a robust framework within which we can operate with transparency and accountability, I have sent a completed copy of the amendment’s details that outline exactly what I wish to be implemented."

He concluded, his gaze sweeping across the assembly. "While the need for external funding through a loan is not ideal, it is a pragmatic solution under the circumstances. With the proposed oversight amendment, we can mitigate potential risks and ensure that the loan serves the best interests of the Alliance, enhancing our security without compromising our financial autonomy or future stability."

With a final respectful nod towards Queen Daaray and the other senators, Dominic's platform began to retreat, his stance as much a statement of his commitment as his words.

    (a) In recognition of the critical importance of transparency and accountability in the administration and execution of the Improved Hyperspace Security Act, there is hereby established a military oversight mechanism that shall function under the direct supervision of the Galactic Alliance Defence Force Navy (GADF Navy).

    (b) The purpose of this oversight mechanism is to ensure that all financial and operational activities related to the implementation of the IHSA, including those funded through external loans or appropriations, are conducted in a manner that upholds the highest standards of fiscal responsibility and strategic efficacy.

    Section 2: Duties of the Finance & Commerce Committee

    (a) The Finance & Commerce Committee, henceforth referred to as the Committee, shall be required to submit detailed quarterly reports to the GADF Navy. These reports shall include but not be limited to:


    1. A comprehensive breakdown of all expenditures related to the IHSA.
    2. Status updates on all projects and initiatives under the IHSA.
    3. Audits of funds used, including details of procurement processes and contracts awarded.
    4. Any modifications to the project plans or budgets.
    (b) Prior to initiating any new expenditure or project alteration that exceeds 10% of the originally approved budget, the Committee must seek and receive approval from the GADF Navy.

    (c) The Committee shall collaborate with the GADF Navy in the development of protocols and procedures to prevent any misuse of funds or resources, ensuring that all activities align with the strategic goals of the IHSA.

    Section 3: Transparency and Reporting

    (a) The Committee is mandated to maintain a public record of all its proceedings, decisions, and issued reports concerning the IHSA, which shall be accessible to other branches of the government and the public to ensure a transparent oversight process.

    (b) An independent auditor, appointed by the GADF Navy, shall conduct annual audits of all IHSA-related activities. The results of these audits shall be made public within 30 days of their completion.

    Section 4: Compliance and Enforcement

    (a) Failure by the Committee to comply with any of the requirements set forth in this amendment shall result in a mandatory review by the GADF Navy, which may recommend administrative actions or adjustments to ensure compliance.

    (b) The GADF Navy is empowered to enforce compliance with this amendment through appropriate disciplinary actions against individuals or entities found to be in violation of its terms.

    Section 5: Implementation

    (a) This amendment shall take effect immediately upon its passage, and all relevant bodies and individuals involved in the implementation of the IHSA shall be briefed on their responsibilities under this amendment within 30 days of its enactment.

    (b) The GADF Navy shall establish a dedicated oversight office to manage the duties described in this amendment, ensuring that the IHSA is implemented effectively and in accordance with Galactic Alliance law.

It seemed the Neimoidian's quick words and thinking appeared to sway the quiet majority within the Federal Assembly, enabling them to pass the Improved Hyperspace Security Act without further amendments or regard for the Chancellor's perspective as they had first hand experience in dealing with the corporate Senate during the years of Chancellor Tithe and understood that the Trade Federation would never go through with such a bill without something in it for them.

Though it seemed none of the senators had picked up on such a trend, not even Senator Valette Puritis Yumia Valette Puritis Yumia of Ord Providence. Although dissenters did emerge such as Queen Kha'la Daaray Kha'la Daaray who raised concerns about involving the InterGalactic Banking Clan in the affairs of the Galactic Alliance who had their own credit and monetary system.

While she was correct that they had enough reserve capital to fund this program, her lack of expertise in financial and commercial matters would render her objections vulnerable to dismissal with relative ease.

" I do understand the concerns of the Queen of the Hapan Cluster about securing a loan from the InterGalactic Banking Clan. As they are not known to harbor loyalty to the Galactic Alliance as a whole but rather numerous individuals and clientele from across the galaxy, some who do not have our best interest in mind such as the Sith Order. " Dod expressed his thoughts with a gentle gesture, aiming to convey a sense of goodwill.


While acknowledging the possible shortcomings of engaging a neutral organization, even if the intention was merely to secure a loan to address unforeseen expenses arising from the implications of this bill's enactment on the movement of goods and services along the frontier.

" But without the securement of this loan in order to pay for unforseen expenses, we would risk diverting critical resources from the Chancellor's War Budget. This budget is vital for acquiring technology from Si Tech and Aether Systems, as well as supplying the necessary equipment for our defense forces stationed at the frontlines. It is unlikely that Her Majesty would wish for our adversaries to perceive us as weakened and susceptible to assault, would she? " He crafted his response to place her in a defensive position, compelling her very strongly to abandon the topic altogether.

It would not do well if certain rumors spread that the Hapan Cluster was attempting to undermine the Galactic Alliance by opposing a section of the legislation which had garnered widespread support from the current members of the chamber.


He concluded, his gaze sweeping across the assembly. "While the need for external funding through a loan is not ideal, it is a pragmatic solution under the circumstances. With the proposed oversight amendment, we can mitigate potential risks and ensure that the loan serves the best interests of the Alliance, enhancing our security without compromising our financial autonomy or future stability."

His gaze shifted from the Queen's platform to Dominic Calis Dominic Calis of Chandrila, who had unexpectedly put forth an amendment to the hyperspace bill. This development took him by surprise, as any intervention by the Alliance Navy could potentially reveal the Federation's significant influence over the Finance and Commerce Committee.

"Erm....The proposal put forth by the Representative of Chandrila appears to stem from a position of good intentions; however, it is essential to examine the boundaries of the Senate's independence and the defensive responsibilities of the Galactic Alliance Defense Forces." He stuttered for a moment before finding a perfect excuse to kill this amendment before it gained traction.

" The suggested amendment could potentially grant excessive influence to military personnel over the elected representatives of the member worlds by involving them in the auditing and monitoring processes related to the proposal. The Alliance Government needs to ensure that any matters related to Commerce and Trade be conducted by those with experience " Dod finished with typical fearmongering in order to make a point.

Kandria's datapad beeped with the amendment sent in from Mr. Calis.

She put on her reading glasses and reviewed what he had sent to them all. Her lip pushed to the side a bit as she read on.

After a moment, she nodded thoughtfully. As she spoke, the Jerrilek representative's platform moved forward slightly.

"If I might speak, Mr. Calis," she said, looking at him from over the tops of her glasses. "I like this amendment, absolutely. I think the Navy should absolutely have transparency when it comes to the resources that support them. But you say an 'oversight office' - who is available to take on that role? Have these…officers already been selected?"

The blond woman turned to address Senator Dod as well. "You make an excellent point, as well, Senator," she said with a smile, patting a hand to her chest.
"I certainly don't want to become a military state…I think surveillance has to be done in a way that’s fair and…economic. But it's important that the Navy have an eye on the resources that are meant for them."

She tossed her hair and shrugged as she steepled her fingers. "But we need to know who'll be doing the oversight. We need to know they can be trusted, I think. And that these appointees have the time for this kind of work. The Navy is very busy with a war."

She smiled as her platform retreated.
