GIF Editor/Maker?

Does anyone know a good (preferably free) gif editor/maker that would allow me to resize gifs, add visual effects, and combine multiple gifs into one? I have been wanting to do this for my profile picture, as I see all these super cool gif profiles around. I'm also a do-it-yourself kind of person so I was wondering if anyone can point me in the right direction!

This is the one I use, but I've only used it to edit GIFs already made/found. Not sure if it can do everything you want.
