In service and loyalty to the Supreme Leader, the First Order government prides itself on being efficient, loyal, and responsive. Neither the Supreme Leader, nor the Supreme Commander, have the time to be in all places at once, so the authority to govern the territories held by the First Order are delegated to administrative leaders who can increase in rank and performance to become members of the Moff Council and advise the Grand Moff, Supreme Leader, and Supreme Commander on matters of galactic importance. The path of a First Order political leader can be both challenging and rewarding. The First Order's government is a meritocracy, concerned less with social position or connections than with a record of good service to the Supreme Leader and his leadership. Those with an interest in politics, government, and diplomacy will begin with the rank of Commissioner and can, through loyalty, hard work, and determination, rise to the rank of Grand Moff. The ranks and their respective responsibilities are laid out below:- Commissioner: A First Order Commissioner is an entry-level position which requires basic skills in administration and diplomacy. Commissioners may be tasked with responsibility to liaise with local, city, or planetary leadership on behalf of the First Order in order to exert influence and obtain compliance with First Order goals, using diplomacy or other necessary means. Commissioners command no troops, but are expected to keep their superiors in the government structure and military hierarchy informed of conditions that may require military intervention in and around their area of responsibility. Commissioners within the First Order's physical holdings may report directly to a Governor or Moff. Commissioners operating in areas over which the First Order to not physically hold the territory may report directly to a Governor or Moff of an adjacent planet or system.
- Governor: With responsibilities similar to those of the Commissioner, but on a broader scale, to be appointed Governor of territory within the First Order indicates that a candidate has shown good judgment, dedication, and loyalty to the First Order and its leadership. Governors are responsible for carrying out the will of the First Order in the territories in which they govern. Governors may establish administrative methods and system for the territories they govern, within the guidelines of the First Order, and provide assignments to Commissioners operating within their territory. Governors are expected to work closely with military and intelligence assets within their territories, and may, at their discretion, raise territorial militias and security forces to deal with the day-to-day peacekeeping in their territories. Governors are also expected to be on the lookout for promising candidates to climb the ranks. Governors may also elect, at their discretion, to take on ceremonial roles dependent upon the area which they govern. For instance, Governors may participate in promotion/award ceremonies for First Order military members, or receive dignitaries on behalf of the planet that they govern. Governors are expected to exercise good judgment, sound strategic thinking, and dedication to the First Order's interests above all territorial interests. A Governor lacking in one or more of these traits may face consequences, ranging (based on the severity of the shortcoming or transgression) from relegation to Commissioner rank, prison, or execution, at the discretion of the Grand Moff or Supreme Leader.
- Prefect: To be appointed Prefect in the First Order indicates that a candidate has demonstrated exceeding trustworthiness, dedication, excellent personal integrity, sound strategic thinking, and the ability to think on a galactic scale. A Prefect is responsible for the government at the system level, and is expected to govern their system with an eye not only to its own benefit but to that of the First Order. A Prefect is expected to ensure the efficient management not only of the populated planets in the system, but other exploitable resources present in the system, such as uninhabited planets, asteroids, and other celestial bodies. Prefects may overrule the decisions of Governors present in their system, in consultation with First Order leadership. Prefects are expected to work closely with military and intelligence assets within the system they govern, and to be responsive to the needs of the uniformed and clandestine services in terms of materiel, equipment, and infrastructure, and to give orders to the military units in their sectors in conjunction with First Order military command.
- Moff: To rise to the rank of Moff within the First Order is a rare privilege, earned with a record of excellent performance, judgment, integrity, dedication, and loyalty. Moffs are hand-picked by the Grand Moff to answer to important responsibilities, in addition to carrying out the administrative and government functions of the Prefect on a sector-level basis. Moffs will sit on the Moff Council and provide administrative reports to the Grand Moff and Supreme Commander -- more on the Moff Council is detailed below. Moffs may also command military units in their sectors, in conjunction with First Order military command.
- Grand Moff: The Grand Moff is the Supreme Leader's principal adviser on matters of government, commerce, economics, and diplomacy, in conjunction with the Supreme Commander. He or she speaks for the Moff Council, and in turn communicates the will of the Supreme Commander and Supreme Leader to the government. The Grand Moff is expected to have a firm grasp of all First Order issues, and to provide insightful and useful advice to the Supreme Commander. The Grand Moff is also expected to work closely with the Supreme Commander in terms of budgeting, allocation of military resources, and strategy as it relates to planet-, system-, and sector-level contributions to the First Order's agenda.

The brief assigned to each Moff is typically at the discretion of the Grand Moff, who may assign or re-assign a brief as may be required to best serve the interests of the First Order. The Moff Council may seat councilors on any number of topics as required by the circumstances, but the following Councilors will usually be represented:
- Finance Minister: coordinates trade, monetary policy, tax collection, and budgetary concerns at the direction of the Grand Moff and Supreme Commander.
Informally considered 'deputy' in the occasion of the incapacity or death of a Grand Moff until the Supreme Leader can replace him or her.
[*]Foreign Minister: coordinates diplomatic and intelligence efforts at the direction of the Grand Moff and Supreme Commander
[*]Interior Minister: coordinates internal social, propaganda, and judicial efforts at the direction of the Grand Moff and Supreme Commander
[*]Industrial Minister: coordinates the production of the First Order's shipyards and other industrial manufacturing facilities.
[*]Science Minister: coordinates scientific research and development efforts, including the provision of grants
[*]Education & Labor Minister: coordinates primary, secondary, and post-secondary education policy, including the maintenance of work policy and allocation of labor resources
In addition to Moffs, other members of the Moff Council will include the Supreme Commander, who has final say (subject to the Supreme Leader) over military matters.
